Aare you talking about marriage of a foreign woman to a Thai man? No petition needed for the woman to travel to Thailand to marry. She just gets a regular tourist visa or non-O visa, flies to Thailand, marries, and that’s it. Then she applies at her local immigration office for annual extensions to live with her husband. If she arrived on a tourist visa, she applies for a change to non-immigrant first at the immigration office.

Or the Prime Minister, any Minister, any Governor, and so on.

The question was about visa entry - there is no petition requirement to enter Thailand and be married. It can be done on a tourist visa or even a visa exempt entry.

To travel to the US and some other countries a Thai would need to petition Immigration prior to applying for a visa if the intent was marriage.
