As the title one liners says: After either responding to an existing thread (in any sub forum) or creating a new thread, where I would expect to be returned to that particular thread I had responded to, after pressing the "Post New Topic" or "Add Reply" button. I get dumped at Forum Home.

I must confess I have not tried a shut down my browser windows or clear cookies etc. I accept that that might be an issue cure, as I'm rushing to finish some stuff before I go home. Please tell me this is not a new 'feature' of TV forum software.

It's not a new feature of TV. I've seen that symptom before in the past but usually after a major software upgrade. The cookie/cache clearing always fixed it.
