Download Speed Ok, Upload Speed Terrible...

For the last few days the internet in ym apartment has had excellent download speed (over 1mbps) but terrible upload speed, always under 100kbps.

Why is this happening? The 'engineer' for our building says he will reset the modem (which he already did the other day), will that help?

Alos, how do I get an accurate measure of my net speed?

This is what I have been getting today:

www.speedtest.net - 1165down/65 up (tested to London)

Line Speed Mete (installed software) - 616 down/79 up

speedtest.thaivisa.com - 2353 down (!!!!)/ 105 up

Which is correct?

If anyone has any ideas/solutions then let me know, everytime I call the engineeer he says he has reset the modem or something but it does nothing, I dont think he knows much....
