All the government hospitals have dental clinics.

And what the previous poster said re Chula applies to all as well. Bring a Thai speaker with you and be prepared for a fair amount of beaurocracy and waiting. Will probably have to return another day for the actual procedure once you have registered and been screened.

Provincial and district hospitals outside Bangkok (including immediate outskirts) will also have dental services, usually not much wait at the district hosps but the range of services is small and pretty well limited to cleaning, fillings and extractions.

An example of a govt hospital is the Police Hospital, opposit Hyatt Erawan in Sukhumvit.
