Not a bad idea in theory,

but when the Thai authorities hear of this they will surely legislate a fee of 20 million baht to licence the association,

then 5 million to renew licence every three months at office at Prachuab, Khiri Khan

:o:D

I'm prettysure there is already Thai law in place that sets out the requirements for a real "association". One Thai friend was involved in setting up an association related to the trade in Buddha amulets. It took them months, even with a wide support base and some influential people in their membership. I may be mistaken, but I think it had to be voted on by parliament. Many, many hoops to jump through.

Another group (I knew some of the would-be founders) association that was being attempted had the backing of a provincial governor and they were still struggling under the burden of bureaucracy.

It looks to me that no one suggesting this expats association has done their homework. Or is an "unofficial" i.e., illegal "association" acceptable to you?
