I would like to get my next 3 month tourist visa out of the consulate in Dubai and would appreciate any tips, info from those who have done this. Then I will get it changed to a retirement visa in Thailand after the 90 days are up.

I don't have knowledge about Dubai. What is your nationality. A tourist visa is 60 days for most nationals, but can be extended with 30 days.

As to converting to an extension based on retirement, that is possible. But you have to have at least 21 days left on your permission to stay and be able to show 800,000 in a Thai bank account for 2 months prior to aplying OR show an incoem of 65,000 a month OR have a combination of income and money in the bank totaling 800,000.

I am USA citizen. the last one I got was for 90 days I believe. I converted it to retirement but am unable to meet the timelines for renewal as I am out of Thailand working at present. So have to get another and start over again.

Your lst one wasn't atourist visa, unless you applied for an extension. You could try to apply for a non-immigrant O straight away, then no need to convert the visa but just extend your permission to stay in Thailand. No problem if you can meet the requirements mentioned above.

(income from outside Thailand is proofed with a letter from your embassy, the US embassy will just certify your statement without proof).

If it was a single-entry tourist visa it was valid for travel to Thailand within 90 days from its issue date and on arrival in Thailand you received permission to stay for 60 days. It’s because of that 60-day permission to stay that people on this forum often call it a visa for 60 days. A misunderstanding can be avoided by calling it what it is called in the passport, ie a single-entry tourist visa.
