the parents have to have Thai PR in the case of being foreigners.

Our Children were born here, we are both foreign. Although the short answer is no, I was told if they stay here until they are 18, they can apply.

I don't think that will apply to many of us!

Is that something you really want to burden the poor kid with.....what on earth would the benefit be....surely if you are European/Aus/U.S the kid would be far better off with these nationalities....dont forget..Thais need visas to travel almost everywhere....the above nationalities fortunatly dont.....

Dual Nationality would be a plus.

Dual nationality has many advantages, and opens many doors. If the OP's child comes from a country that allows dual nationality, apply for it.
