Looks Like A Rash On My Legs, But It Isn't.

I've noticed something which looks like a rash on my lower legs. It is evenly on both legs, above my ankles going up to just below my knees, but only on the front of my legs (not on my calf area in the back).

I had thought maybe I had been getting too much sun, or maybe even I had a reaction to soap or water, but now I am not sure what it is. I have a million little red spots, and it looks just like a rash but I am quite sure it is not a rash. There is no itching of any kind, although my lower legs do feel a little puffy.

My thought is that I am actually seeing little blood spots in and near my pores. I don't get much exercise, and maybe this somehow contributes to whatever I have. Maybe my blood circulation isn't very good, but I've had no known problems in the past which might suggest circulation problems.

Anybody have a similar condition or know what it is that I am seeing on my legs?
