Only a new entry to Thailand and the very FIRST application for extension of stay does reset the 90 days clock to 0.

Subsequent applications or any other activity at IMM does NOT influence the counter!

There is another exception: if you file a TM28 for Change of Address then the 90 days is reset.

Note: This is not a well-known rule, so be sure to check the "next report" date on the slip.

Note: You are obligated to file your own TM28 if you move to a new address where there is not an innkeeper or other party who is obligated to do it for you. Examples: you move into a purchased condo or house, a shared room in someone else's condo or house, or you rent a condo or house from a landlord who can't be bothered to file it themselves.

Here is a slightly off-topic but related question:

Our address has recently been changed by our local Khet (they did away with the 'Moo' and start now counting the numbers from 1 beginning at the mouth of each soi and sub-soi).

All our Tabien Bahn books have already been updated.

Should I bother to notify IMM or just do it with my next 90-Days report due next month?

One more related issue:

My wife wanted to update her ID card but was told to wait until it expires (3 years hence), but since we need it updated (company papers, my WP and extension of stay all of which have to match the Tabien Bahn) the Khet told her to 'lose' the card, file a police report and get a new one. No problem.

For the first time ever, when going for my annual extension, Suan Plu stamped my passport to the effect that I am required to file a 90 day report. I can no longer plead ignorance so will have to make my first report on 28 October and accept the 2k fine, this is counting 90 days from when this "new" stamp was put in my passport. Oh, well all good things come to an end.

That's what I think as well. Since I always report by mail I'll just add a copy of the letter from our Khet notifying us of the new address.

That should be sufficient.
