I have had a Thai retirement visa for the last three years which expires late October. I am currently in the US and headed for the sandbox and the earliest I can return to Thailand will be Jan/Feb and will be going straight from the sandbox to Thailand. What is going to be the procedure for getting a retirement visa at that time? What documents will I need to have with me to get a retirement visa again? I maintain a bank account in Thailand but don't keep the 800K baht in the account. I have used a USG retirement income letter for the last two years. Will I need a police clearance letter again?

You will need a new visa from an embassy or consulate. You don't need a new police clearence if you just apply for a multiple non-O visa. Only for the O-A visa do you need a police clearence.

Not sure wich country you mean with the sandbox, otherwise you might want to make a stopover first in Kuala Lumpur and ge a non-O there before coming back to Thailand.

Not sure what you have had or what you want - as a police letter is not required for retirement extension of stay inside Thailand and a bank account/embassy letter is not required for a long stay (retirement) visa which is issed in your home country.

If you are trying to get a one year extension of stay from immigration you will need a non immigrant O visa (or change at immigration to one) and meet the financial with an Embassy letter of 65k per month income. But the got-ya is that this can only be done during the last 30 days of a 90 day visa entry so you may not have time to do before the next trip out. If not returning to the sand box you should be OK with 1,900 baht/photo/Embassy letter and perhaps map to location. If you have to change visa status that would be another 2,000 baht.
