I'm US citizen. Want go to Thailand for 2-3 months. Instead of with regular tourist visa, can I enter Thailand on 30 day stamp, go abroad at the end of the each month for a few days and come back to Thailand and get another stamp, and do it several times in row? How much is fee for 30 day stamp? Is this permit to stay call also 30 day visa and what's the different between 30 day tourist visa and 30 day stamp obtained on arrival?

The 30 day stamp is a Visa Exempt Stamp and is free.

A Tourist Visa gives 60 days and is also free until March 4th 2010.

You may have problems boarding the flight without a Visa and no onward ticket within 30 days.

I you intend leaving Thailand and returning by a land border you will only get 15 days.

You are advised to get a tourist visa, wich ar free at the moment. Without a visa you run the risk of the airplane leaving without you, as the airline might check if you have a visa if you stay away longer than 30 days in Thailand. Some airlines don't check, but others do check.

Yes, Mario is correct. You have an issue boarding the plane to go to Thailand if your return flight is longer than 30 days from arrival in Thailand and you don't have a visa. An alternative for you is to purchase an air ticket leaving Thailand to another country in the region less than 30 days after your arrival in Thailand. If you are challenged at check in, showing that ticket will probably be accepted to allow you to board. Only air tickets will work, forget about showing proof of train reservations, etc.
