I got a call from an number before, 084xxxx442 which I missed around 2pm.

Call it back and its Thai music playing, hang up a couple of second later, as I cant speak any thai.

Number calls back almost immediately, answer it and a thai message start playing, some lady talking about something for a minute and then hang up. I think I caught something about TT&T possibly? And something about ha-sip (50 baht)?

Yes. TT&T do call you with a recorded message if your bill is overdue!
