has anyone had an experience with this hospital service or heard of the topic - especially concerning child delivery?..

This hospital has been mentioned a lot in this forum, do a search for it to find specifics. Feedback has been consistently positive with respect to quality of medical care and cost. As a government hospital, there is a fair amount of initial red tape in the registration process and long waits, crowded waiting rooms etc to see the doctor are the norm. And, of course, not much English speaking except by some of the doctors. If your wife is Thai then this is of course not such a concern.

I don't recall any of the many posts reporting on care there being specific to delivery. However from what I know of this hospital and of care in tertiary level government hospitals in general, there would be no problem at all in terms of good quality care but things like husband being in the delivery room might not be possible. For that 2 things are necessary: (1) a doctor supportive of the idea and (2) a delivery room facility that will not have more than one women in it; in government hospitals due to high caseloads they often have more than one woman in the delivery room in which case out of respec t for the privacy of the other woman, no family members would be allowed even if the obstetrician was otherwise willing. So if that is a priority for you, you might do better to go to a private hospital. In the Pattaya-Sri Racha area, the best private options seem to be Phayathai and Samitivej Hospitals in Sri Racha.

I am not sure if you can select your doctor at Queen Sirikit or not, sometimes not possible at government hospitals but in case you can you might like to post for a recommendation in the Family forum (or if any readers here can offer one, chime in!).
