I can't speak for an adopted child, but in my case, there was no need register my son's birth with the British Consul or get a British birth certificate. I just applied for his UK passport soon after he was born, using a translation of his Thai birth certificate, my long-form birth certificate and his mother's Lao ID. The documents and application were submitted (and checked) by VFS in Bangkok, and we received his UK passport about 6 weeks later.
