Not sure if that hotel is near by the police academy, but it's the only hotel I've stayed at in Surat Thani (besides of an awful little guesthouse) and it was very good value at about 500 Baht ( a bit less I think ):

Also don't know where is the area you prefer, but the big hotel across the street from the Tesco Lotus on the bypass road is pretty good. Called 100 Islands Resort and Spa.

Agree, the best, big rooms, enough for 3/4 people, nice 'jungle style' pool, walking distance from Tesco, price range from 500 to 1000 baht/day. Breakfast (average qty) included.
