Immigration state that 90 day reporting can be done as follows:

A foreigner can notify immigration either in person,

by authorising someone to report for them,

or send the notification via registered mail.

If authorising someone to do it you, is there a format for the authority?

Informal as far as I know - persons name/ID and your signature date should do it I suspect.
