You want the pier at Ban Phe rather than Rayong. Going to Ban Phe for holiday, we hired a taxi. On the way back we bought seats in a mini-van which took us to Rangsit. I'm sure there are many daily offerings heading the other way. I think total trip time was slightly over two hours. We paid 200 or 250 baht per person IIRC. Google maps shows the distance as about 175 clicks. For good company, good food and pleasant overnight stay, go see Mark and Aom at Bedrock Guest House. Once at Ban Phe, there are ferry boats going back and forth to Koh Samet all day long. The slow ones (about 40 minutes) are 50 baht each way IIRC. Although we didn't take them, the speed boats are quite pricey albeit with a reduced travel time of only a few minutes.
