This ploy obviously intends to scare the Chinese with the prospect of a nuclear-armed Vietnam, acting as a cat’s paw for the United States in the same way that the US is trying to use India. As the Wall Street Journal reported, ‘the Obama administration is in advanced negotiations to share nuclear fuel and technology with Vietnam in a deal that would allow Hanoi to enrich its own uranium.
