Fugitive child molester arrested in Thailand

A fugitive child molester from Tazewell County, Virginia, was arrested this month in Thailand, where he was working at an elementary school and in the process of adopting his new wife’s 3-year-old daughter. Terry Oscar Rollins, 62, was convicted of aggravated sexual battery in July 1996, according to the Virginia State Police Sex Offender Registry. For five years, he abused a young girl, starting when she was 5 years old, according to a statement from the U.S. Marshals Service. He was paroled in December 2006, after serving 10 years of his 12-year sentence. The following December, he did not re-register as a sex offender.

For three years, authorities tried to track him. In March 2009, deputy U.S. marshals in Abingdon got involved in the fugitive investigation. They knew he caught a flight from Michigan to Tokyo, “but then the trail went cold.” Then, “he peeked his head out of the hole and we snatched him,” Deputy U.S. Marshal Byron Schiesz said.

The Marshals Service learned he was in Amphur Bangla, Chachoengsao Province, Thailand, working as an English language tutor at an elementary school. He married a local woman and, at the time of his arrest, was in the process of adopting her daughter. The Marshals Service has no arrest authority overseas, so the U.S. Department of State revoked his passport, making him illegally present in Thailand, Schiesz said.
