So I went to Mai sai for a border run to activate my 2nd entry as usual (never had a problem, so didn't think about it) but when I got home I realized I got a 15 day til Nov 5. I had a 30 day extension on 1st entry until Oct 19 and overstayed 3 days going to Mai Sai on Oct 22. I'm looking at my TR visa and it says Issued at: Vientianne _Enter before: Oct 20. (Is this "enter before oct 20" why this happened?)

Is my 2nd entry invalidated now or can I go back to Mai Sai before Nov 5 and activate my 2nd entry? Can I go to Chiang Mai immigration and get this sorted out because they can see I left the country?

And it is sorted out. You have 15 days and that is the correct action. A visa has to be used before expiration date to enter Thailand and receive its normal period of stay. You did not do this so obtained a 15 day visa exempt entry as it was all you were qualified to obtain.

When you obtain a permitted to stay stamp it does not extend the time of the original visa. That original visa expiration date is the only date that matters for using the visa again.

Ok thanks. So the date says now Nov 5. Can I go ON nov 5 or have to go before?

Go where?

You have to leave by that date and get another Visa or leave and come back for another 15 days.

The stamp says admitted until Nov 5. So can I leave the country ON nov 5 and not be overstayed 1 day? I ask because I want to leave Fri and they charged me 3 days last time for leaving on Oct 22 when my visa said Oct 19. I thought I'd only be charged for 20th and 21st.

It is your permitted to stay stamp rather than a visa that determines overstay. Leaving on day of expiration is not overstay. Leaving the next day would be one day overstay (but at airports is not normally charged). Leaving two days late would be two days overstay and charged as such.

If you left on the 22nd you were on overstay for 3 days, (20th, 21st and 22nd).

As said, at the airport a one day overstay is not charged, if you leave that day. If you leave after the first day of overstay you are also charged for the first day.

Admitted until Nov. 5 means that you are allowed to stay until Nov. 5 and have till midnight of that day to leave. Not until Nov. 6 are you on overstay.
