I would be very careful using a foreign (to the US) tax accountant for filing US returns, especially if you have some sort of dispute going on with the IRS. I lived in Phuket for one year (2005/2006) before moving to BKK. I have always used a US-based tax accountant for my US returns while living and working overseas. I then use a Thai CPA for my Thai Ltd. Co. returns and work with her to complete the US info forms the IRS requires for the Thai co (Income Statement, Balance sheet, shareholder info, etc).

I would be concerned that if your dispute with the IRS becomes more protracted, a US-based tax accountant is better equipped to handle it and meet with the IRS personally if that becomes necessary.

In general, the IRS has been looking more closely at US expat returns, especially pertaining to reporting of offshore bank accounts.

if IRS is looking to get more money, you should be looking for tax lawyer instead of accountant.
