BANGKOK: -- Academics have called on Prime Minister Thaksin Shinawatra to spearhead attempts to tackle what they call an increasing trend among Thai youths to indulge in casual sex, saying the problem must be treated as a national agenda.

Amornvich Nakornthap, of Chulalongkorn University's Education Faculty, said young Thai girls were getting more sexually promiscuous. Many frequented nightspots looking for attractive men for a one-night stand, he said.

A recent survey among some 400 vocational students showed more than half had sex for the first time when they were about 17 years old, he said.

Two hundred students in Bangkok and another 205 in Surin province took part in the survey conducted by the university's Institute of Health Research.

The academic said the main factors contributing to the problem included a broken-home background, sexually provocative materials presented by the mass media, easy access to alcoholic drinks, and excessive freedoms enjoyed by young people living away from their parents.

In order to effectively tackle this problem, serious actions were needed from all authorities concerned, especially the ministries of Culture, Education, Information and Communications Technology, Social Development and Human Security, and Public Health. And the prime minister was the one who could ensure these ministries work together in earnest to deal with the problem, said the academic.

Meanwhile, Senator Wallop Tangkhananurak, a child rights and welfare advocate, said he disagreed with Prime Minister Thaksin Shinawatra's expressed idea that he himself should chair a government central committee handling social problems involving children.

Mr Thaksin should act only as a ``major support and consultant'' and allow the ministers concerned to deal with such problems, the senator said.

It would be better if Mr Thaksin listen more to the ministers' views and suggestions on how to solve those problems. He should refrain from playing a dominant role and allow his ministers to have enough confidence to speak out, said the senator.

Somphong Jitradub, a lecturer at Chulalongkorn University's education faculty, said the prime minister was too slow in dealing with social problems involving children.

Mr Thaksin had paid ``too much'' importance to economic and security problems and ignored social problems affecting young people that should have been dealt with urgently, he said.

The government must strictly enforce laws that protect child rights if it hoped to solve these pressing social problems, Mr Somphong said

``Drugs, sex, alcohol, online games and pornographic media are the social problems that Thai children are encountering. I want the government to take serious action against these bad things first,'' he said.

I say give the kids condoms and let them do their stuff. They always have, and they always will - just make sure they do it safely.

Its legal to have sex at age 15...and it appears that it is legal to perform indecent acts at age 13. I found this by googling 'thailand age of consent'. Don't ask me what 'indecent acts' are...I'm just relaying what it said on the web site.

In Thailand if Thaksin wants to try and curb teen sex he should at least put his money into some sort of sceme educating teens about safe sex, the side effects and age restrictions.

But in England it's completley different, teenagers are educated in sexual education and there are leaflets, posters, badges, pens mentioning safe sex. In Thailand if Thaksin wants to try and curb teen sex he should at least put his money into some sort of sceme educating teens about safe sex, the side effects and age restrictions.

Several male Cabinet members dared not look into Prime Minister Thaksin Shinawatra's eyes after he asked a simple question: "Who did it?"

A source from Tuesday's Cabinet meeting said Thaksin was asking his ministers as to who had received a silicone injection to enlarge his penis.

"Who did it? Tell me. This affected reputation of the Cabinet as the news went around the world. I don't want the people to think that Cabinet members are obsessed with such kind of thing," the source quoted Thaksin as saying.

The source said several male Cabinet members looked down at the floor following the question.

A woman last week came out to disclose that she had learnt a member of the current Cabinet had received a silicone injection to enlarge his penis from the same clinic which performed an injection on her face, causing it to be disfigured. She called on the minister to come forward to become her defence witness after the clinic sued her for defamtion.

According to the source, Thaksin asked Public Health Minister Suchai Charoenratanakul whether he could check and find the minister who had his penis enlarged.

"The public health minister, the next room is empty. Can you use it to check the ministers right now," the source quoted Thaksin as saying.

Deputy Finance Minister Varathep Ratanakorn said that former public health minister, Khunying Sudarat Keyuraphan, and is a woman, volunteered to carry out the checking task.

Varathep's comment made Sudarat turn red.

Speaking to reporters after the Cabinet meeting, said no one would admit it.

"But it won't be hard to check. Just put up a scanner to scan ministers when they attend the next Cabinet meeting. If the scan showed something opaque, we could guess that's it," she said.

Deputy Public Health Minister Anutin Charnveerakul told reporters that all male Cabinet members sat with the legs crossed during the Cabinet meeting.

Labour Minister Somsak Thepsuthin laughed when asked to comment on the issue. "This issue is bigger than that of Thai labour in Taiwan," he replied, laughing.

Ice Maiden, I generally agree with what you say, but referring to England as an example might not have been the best choice. The other day I saw a documentary on teenage pregnancy in the UK and if I remember correctly the country was doing a lot worse than other neighbouring countries in Europe.

Yes that's because untill quite recently England had the same sort of attitude to teanage sex..as Thailand still (seems) to still cling to..

Where as in other European counties where it's openly talked about and there is education in school the problem seems to be under controll.

BTW the actuall problem is underage pregnancy..... ( and AIDS STD's ) not the fact that teenagers have sex ( they will do that whatever happens...it's nature )
