Plan to make Pattaya 'World-Class'

By THE NATION

Published on December 29, 2010

Pattaya city is putting the final touches on its tourism-development master plan, which will need a budget of about Bt15 billion for 132 projects designed to turn the beach resort into a "world-class greenovative tourism city".

Thiti Chantangphol, director of planning and coordination for the Designated Areas for Sustainable Tourism Administration (Dasta), a public organisation, said yesterday that the master plan was being revised to respond to local preferences.

After a survey, which led to the scrapping of plans for a monorail and an above-sea building, a working committee will be set up to monitor the development, which will be carried out by the administrations of Pattaya and nearby areas.

Regarding Pattaya's annual plan, during the first stage Dasta will mainly conduct a study on zoning for the city, with areas for entertainment, seminars, natural tourism and other uses, which should take about six months.

Next Dasta will work on wastewater management and beach recovery to create a sustainable travel destination, giving Pattaya a new all-around image instead of the present one as a nightlife paradise.

Mayor Ittipol Khunpluem said the takeover by Dasta would change the image of Pattaya as well as the cooperation between public and private sectors. Mega-projects will be completed sooner and be more faithful to the blueprint, he added.

Thiti said the results of Pattaya's repositioning as a tourist destination should be visible by 2017.

By then, tourism will be contributing Bt300 billion a year to Pattaya's economy, up from Bt60 million, as visitor arrivals increase from 7 million to 30 million and the average stay stretches out. Pattaya is considered to attract 10 per cent of the country's tourism revenue.

In 15-20 years, 320 rai (about 51 hectares) of Koh Lan, off the coast of Pattaya, will be open to bidding for building and managing three hotels. The hotel concessions will run 30 years.

Dasta will also look to launch Koh Phai, between Koh Lan and Pattaya, as another island attraction.

In 10 years' time, if nothing were done, Pattaya would face many problems such as tap-water shortages, mafia control and traffic congestion, analysts say. During the past five years, the number of tourists has dropped by 9 per cent, which led to lost revenue for both the country and the tourism industry.

The withdrawal of the monorail plan will not affect the Thailand World Expo in 10 years, Thiti said.

Sometimes I'm sure Thai Visa make these stories up, because this is just blood-boilingly absurd to anyone who lives here, if it's true.

The police run riot, scams are everywhere, the mayor is unable to control anyone unless its a business owner asking him to cut a ribbon, all infrastructure projects are badly executed to the point of incompetence, and Beach Road is full of whores, drug dealers and scammers.

A little effective backyard-cleaning might be in order before asking for giant pots of money which will fund a few peoples' retirements, more than actually change things on the ground.

Mafia control in 10 years time?

How about those taxi meters owned by the baht bus "collective" that never use their meters?

The powers that be can't even "control" that one minuscule matter that would move Pattaya forward towards their presumed goals, and they don't seem to care either.

Yes, ABSURD.

Analysts say it will become mafia controlled if nothing done in 10 years  This Analysts report must be fifty years old.

I agree, that was the funniest part to me. Do they realize they have such good comedy writers? Some of them should apply for jobs at Saturday Night Live.

They're probably also looking for a new class of tourist and expat in Pattaya -- the clinically delusional. The type that will go back home and say, You betcha Pattaya is a WORLD CLASS Tourism City with super clean beaches, no corruption, and oodles of cultural value.

They have as much chance in changing Pattaya's image for the better as they have Thailand's as sex haven.

"In 10 years' time, if nothing were done, Pattaya would face many problems such as tap-water shortages, mafia control and traffic congestion, analysts say"

In 10 years? Hmmm, no. How about NOW. Already there, and have been for some time. Not only Thai mafia, but Russian mafia too. Traffic congestion, you betcha, and in spades. Tap water shortages, yep, that too. Happens constantly. The tap water can go off for hours, or even days at a time.

Has the author of this piece EVER been to Pattaya?

World Class Tourism City? Hmmm, don't think so, unless the tourists want to see Thailand's armpit. Pattaya is a cess pool and is getting worse by the day.

Ha ha... best laugh I've had in ages. Pattaya has dug itself into a hole that is so deep that flattening the place would be the best use of the 15 billions. There's no planned infrastructure, hardly any public transport outside Beach and 2nd Road (unless you count riding pillion on a motorbike with a plastic bucket on your head public transport), slow and unreliable internet, ditto water supply, cars everywhere, traffic jams everywhere, pedestrian zones only in bar areas and shopping malls, no sidewalks except on the main roads, taxis that refuse to use meters and only exist where ignorant tourists can be expected to be found, mediocre beaches with polluted water, most buildings older than ten years look like they are ready to be torn down already...

Apart from low prices, some excellent restaurant and lots of willing (but greedy) girls, Pattaya has very little to offer. It is, and will always be, the playing ground for the horny and the price conscious. World-Class? I guess one can build a World-Class hotel anywhere, but as a travel destination, Pattaya hasn't been World-Class since before they opened the first bar.
