Second hand carriers don't bring in as much money as you would think. A new one costs only $4B. And you know what they say, you lose 20% just for driving it off the dealer's lot. So that's only $3.2B if it is in mint condition.

Assuming there were only 100,000 people affected. They are planning on giving each person a $2000 debit card, that's already $200M there. And in no way will that $2k be all that it will cost each person, far from it. Add up all of the cars, buildings, lives, theft, ... it will be more than $30B for sure.
