ST JOSEPH CONVENT SCHOOL IS ASKING PARENTS TO TAKE THEIR KIDS HOME

Saint Joseph Convent School is asking parents to pick up their kids, after a thirty year old women armed with a knife attacked and wounded 4 students.

At the moment, Saint Joseph Convent School is urging all parents to take their children back home, after four teenaged female students were attacked with a knife earlier this morning.

The atmosphere at the school was chaos, as both parents and students were frightened and in a state of panic.

The Bangkok Governor APHIRAK KOSAYOTHIN ((อภิรักษ์ โกษะโยธิน)) rushed to the school soon after the incident took place, to offer assistance.

The four wounded students are now being treated in the emergency room at the adjacent BNH Hospital.

PRIME MINISTER HAS URGED POLICE TO QUICKLY TRACK DOWN AND ARREST THE ST. JOSEPH STUDENTS' ASSAILANT

The Prime Minister has urged police officials to urgently arrest the assailant who assaulted the St. Joseph Convent students.

Prime Minister Thaksin Shinawatra said in his weekly radio address this morning that preliminary inspection found that the assailant had been watching students in front of the school for a long time. He notified that if a student was attractive, the assailant would follow the student to her home. The assailant is female, and dressed like a tomboy. Interrogation of witnesses of the knife attack case has yielded the name and adress of the assailant.

The premier expressed his condolences to the parents of the four wounded students, and said he has urged the police to quickly track down and arrest the assailant.

GUARDIANS AND COMMUNITY MEMBERS CAN HELP PROTECT STUDENTS FROM POSSIBLE DANGERS

The Secretary to the Education Minister has indicated that guardians and community members have to help tend the students, to prevent them from possible dangers.

Mr. UDOM KRAIWATNUSSORN (อุดม ไกรวัตนุสสรณ์), the Secretary to the Education Minister, spoke on the case where four students of St. Joseph Convent were attacked by a woman yesterday (September 9th). He said this situation is considered to be beyond the school’s capability. Therefore, apart from the schools’ security enforcement, guardians and community members in close proximity will have to help ensure the students’ safeties.

He added that the unfortunate event yesterday should not affect the opening days of the schools.

THE EDUCATION MINISTER EMPHASISES MORE SECURITY IN EDUCATION INSTITUTES

The Education Minister has stressed that the education institutes in Thailand have to increase their security measures, following the incident where a woman wounded a group of students inside their school yesterday (September 9th).

Mr. CHATURON CHAISANG (จาตุรนต์ ฉายแสง), the Education Minister, spoke on the case where a woman with a knife attacked and wounded four female students in St. Joseph Convent School yesterday. He said he has assigned the Office of the Private Education Commission to look over this case.

Mr. CHATURON said different education institutes in Thailand have to examine themselves, in order to raise their security standards accordingly. However, if certain situations are beyond one’s control, the institutes have to minimise the negative consequences as much as possible.

To me one of the most disturbing aspects of this case is that apparently the woman was well known to the local Taxi Motorcylists who have their queue outside the school. After the attacks they told police that the woman would often hire them to follow different girls when they left to go home.

OK they are only Taxi Motorcyclists, not the most intelligent of street life, but surely at least one of them should have relised how disturbing this habit was and reported it to the School or the Police.

But then again I guess it's not usual to see much in the way of initiative or civic responsibility in Thailand - sad though, the tragedy could so easily have been avoided.

A LEADING PSYCHOLOGIST HAS STATED THAT THE STABBER SUSPECT IS SUFFERING FROM A GRAVE MENTAL ILLNESS

A leading psychologist has commented that the stabber suspect accused of wounding 4 St Joseph Convent schoolgirls is suffering from a grave mental illness, while urging the media to take better care when reporting the news on this kind of incident.

Chief of the Human Integrity Development and Consulting Centre of SRINAKHARINWIROT (ศรีนครินทรวิโรฒ) University, Mr VALLOP PIYAMANODHARMA (วัลลภ ปิยะมโนธรรม) commented that Thai society has finally become a lonely society where no one knows anyone.

One important factor is the economic, financial problem, and a big difference between how life before was and how life nowadays is. Thai families have lost their internal intimate relationship. Egoism is covering society. Physical spaces between people are narrower, while mental spaces between people are gradually getting wider.

Mr VALLOP said the stabber suspect is probably suffering from a mental illness. People with such illness will do anything, even bad things, to make themselves known, or to make themselves a point of interest, without thinking about what is right and what is not right.

He also urged the media to take better care when reporting about this type of case, as hidden patients in society could go out and do the same sort of thing.

THE BKK GOVERNOR HAS ORDERED STIFFER SECURITY IN SCHOOLS AND RESIDENTIAL AREAS

The Bangkok Governor has ordered stiffer security in schools and residential areas after the shocking incident that occurred in St Joseph Convent School on Friday.

Speaking in WANG THONGLANG (วังทองหลาง) district for a round-table discussion with community representatives, Bangkok Governor APHIRAK KOSAYOTHIN said that the issue of security is 1 of the 3 main policies of the Bangkok Metropolitan Administration.

Mr APHIRAK said after the attentive incident in St Joseph Convent School, where 4 schoolgirls were badly injured in their own classrooms after being stabbed with a knife by a mad woman, that he had ordered every district office to take tougher measures in order to beef up security.

He said cooperation between Bangkok City officials and the police is vital, as patrol officers will be deployed in residential areas, communities and schools, to create more confidence amongst city dwellers.

Furthermore, the Governor added that Bangkok City officials and patrolling police officers alone would not be sufficient and efficient without the help of the local Bangkokians.

He ended his speech urging Bangkok people to be more vigilant and ready to inform the officers if they notice something suspicious.

THE SUAN DUSIT POLL SURVEY RESULTS INDICATE THAT THE ST. JOSEPH KNIFE ATTACK WAS BEYOND PEOPLE'S EXPECTATIONS

The Suan Dusit (สวนดุสิต) Poll randomly surveyed parents, students, and the general public residing in Bangkok and the vicinity during last Friday and Sunday on the attack on the St. Joseph Convent School students, where most people surveyed indicated they had not expected such an event to occur.

1,497 people were surveyed in total. 65.6% did not expect such an occurrence, while 20.77% were unsure, and 13.63% thought that such an incident was possible.

Asked about the cause of the mishap, 44.76% saw that the incident had resulted from a deteriorated social conditions, oppressions, and social pressure. 27.45% indicated that the incident was the fault of officials being negligent. Meanwhile, 20.98% saw that the incident was beyond one's expectations, reasoning that nobody thought such an event would occur in Thailand.

When asked about whose fault it was in letting the incident occur, 52.1% of the samples indicated that it was everybody's fault in not helping to monitor events. The second-most blamed group was the school security, police, as well as other state officials.

As for preventative methods against a recurrence of the incident, the most-indicated method was to have everyone in society conduct monitoring and inspections. This was followed by the method of having tighter security at schools, from both the police and security personnel, and increasing building danger-awareness in students, parents, teachers, and other related persons.

Ms. Janitsata Liwchalermwong (จณิสตา ลิ่วเฉลิมวงศ์), the spokesperson for Chart Thai Party, has urged the government to allocate a budget for the rehabilitation of mentally-ill persons, and not leave the matter only to the Department of Mental Health. She also called for enactments of legal measures for addressing the problem.

Ms. Janitsata also suggested that parents, who are the closest people to their children, should help to monitor their own children for any mental abnormalities, in order to find ways to prevent such incidents from occurring.

THE MENTAL HEALTH DEPARTMENT HAS INDICATED THAT THE STUDENT ATTACKER WAS MENTALLY ILL

The head of the Department of Mental Health has indicated that preliminary testing on the assailant in the student assault case yielded clear symptoms of mental illness.

Md. M.L. Somchai Jakraphan (มล. สมชาย จักรพันธุ์), the director-general of the Department of Mental Health, said that from a preliminary inspection by psychiatrists and psychologists, the assailant had abnormal thinking and was paranoid. The assailant also had records of treatment at a psychiatric hospital.

The director-general said doctors will continually administer medicine in the patient, before concluding the result of the mental condition analysis and handing it over to investigators within the next 1-2 weeks.

Director-General Somchai asserted that all offenders of the law would receive legal punishment, despite being mentally deficient. He said that the punishment itself however would of course lay within the contemplation of the court.

WRAP-UP OF THE PSYCHOTIC STABBER CASE DEVELOPMENT

Police believe Ms. Chitlada Tantiwanitchayasuk (จิตรลดา ตันติวาณิชยสุข) was conscious of all her actions during the time of the St. Joseph’s incident, and are waiting for doctor's examination result.

Md. M.L Somchai Chakraphan (หม่อมหลวง สมชาย จักรพันธ์), the director-general of the Department of Mental Health, said a team of psychiatrists will be dispatched to care for the students and parents at St. Joseph Convent School. He said that for now it could be indicated that Ms. Chitlada, the attacker who assaulted 4 students, was certainly mentally ill. However, her conscience level will have to be further determined, for at least 2-3 weeks.

At present, Ms. Chitlada is still under police supervision, and psychologists are always present during police interrogations to monitor the woman.

A large number of people from mass media remained at BNH Hospital to follow the development on the conditions of the 4 St. Joseph Convent School students who were stabbed. Currently only 2 girls are still in the intensive care unit, for a 72-hour monitoring.

The Deputy Commissioner of the Metropolitan Police, Pol. Maj. Gen. Chatchawal Suksomjit (ชัชวาลย์ สุขสมจิตร์), said the police will now stop its interrogation of the accused person, and hand her over to the psychiatrists. As for security measures inside St. Joseph Convent School, a meeting between the Metropolitan Police and the Education Ministry will take place to seek measures on this matter. The deputy commissioner said that as for rewarding good citizens who reported the attacker, the money will be split into 2 parts.

Regarding concerns from many parties over Ms. Chitlada possibly receiving less than normal punishment, 2 circumstances will be possible. If the accused person is psychotic but was able to acknowledge right & wrong when carrying out the crime then she would receive punishment. However, the severity of the punishment would be determined by the court. If the accused person is psychotic and is unable to fight the case, the person will be sent for treatment until she is cured, before the charge is sent to the attorney. Whichever case Ms. Chitlada falls into, she will receive psychotherapy.

Over the doubts by many about the assailant having committed the crime on her own, Metropolitan Police region 5 Commander Pol. Maj. Gen. Kosin Hinthao (โกสินทร์ หินเธาว์) said investigation results have asserted that the assailant had committed the act on her own, from the planning stage until the escape. Following the interrogation of the man on the balcony, Mr. Prasert Ruangkulchai (ประเสริฐ เรืองกุลชัย), revealed that he was a parent of a student. At the time of the incident, he heard the girls yelling for help and thus he ran up the building to assist.
