Literally I would say "look for the story" (depending on the Thai script for Haa which could be to look for or five). Perhaps "Investigate" may be appropriate?

No, OP has it right. หาเรื่อง means to stir up trouble, to be "asking for it" (so to speak). Both intentional and inadvertently.

yes. To me หาเรื่อง is a term used when refering to somebody that looks to make trouble; looks to starts argument without a reason.
