TOT inks 3G co-site rental deal with AIS

TOT has signed a deal with Advanced Info Service to rent the company's network facilities for three years and eight months and establish its third-generation cellular network on a co-site basis, TOT president Anont Tubtiang said yesterday.

He said TOT would initially rent 800 of AIS's cellular base stations to install its 3G network equipment, with the option to expand to a further 800 bases in the future.

The deal was signed on December 30 last Friday and the cost of the co-siting is about Bt25,000 per site.

The state agency's board last year approved TOT's plan to set up 1,600 base stations of its 3G network on a co-site basis with any cellular operators for a budget of Bt1 billion. The move will enable TOT to establish the nationwide 3G network quickly.

Total Access Communication Plc (DTAC) has announced a 40-billion-baht expansion of its third-generation network expansion through 2014.

The strategic investment is slated for both upgrading its existing 2G network on the 850-megahertz frequency to high-speed packet access system, and auctioning a 3G licence on 2.1-gigahertz bandwidth scheduled by mid-2012. The investment budget was under the company's major shareholder Telenor Group's policy, said DTAC's chief executive Jon Eddy Abdullah.

"Even our concession life will be valid for another six years and 3G customers number less than 20% of the total subscriber base. We're destined to increase our investment to provide latest technologies," he said.

Agreed....... wondering how the shareholders could approve this as ROI will be impossible in that time frame. They are either gambling that they can extend their concession, or will surely get a license before their time runs out. ( or marketing bluff - one of the 3 )

CAT Telecom is in talks with four prospective partners about retailing 3G broadband cellular service. Viroj Tocharoenvanith, acting CEO, said yesterday that the interested parties are Loxley, Samart Corp, IEC and FTTX, a subsidiary of AirAsia. CAT is wholesaling 3G capacity to Real Move, which is a subsidiary of True Corp. Real Move is retailing the 3G service under the TrueMove H brand.

Besides wholesaling, CAT is retailing its 3G bandwidth capacity under the My brand, mainly to corporate users.

Yesterday, CAT formally splashed out its My post-paid 3G service in 76 provinces, with the goal of acquiring 600,000 subscribers this year, up from about 2,000 currently.

CAT eyes Bt19 bn revenue from wholesaling 3G

CAT Telecom expects revenue of about Bt19 billion this year from wholesaling third-generation bandwidth capacity to True Corp's subsidiary Real Move, a huge jump from about Bt1.4 billion last year, the state agency's acting chief executive officer Viroj Tocharoenvanith said.

Of this estimated revenue, about Bt4.37 billion will be CAT's profit. He said the size of the revenue estimate indicated that CAT's wholesaling of 850-megahertz bandwidth capacity is a promising business.

DTAC Plans 3G Expansion

Thailand's DTAC Planning to Upgrade 11,000 Base Station to 3G

Thailand's Total Access Communication (DTAC) expects to upgrade at least 11,000 base stations to support 3G services during 2013 as part of a three year upgrade program. The company is planning a THB 40 billion (US$1.3 billion) investment over the next three years, with THB 15 billion (US$485 million) set aside for the cost of acquiring a 3G license, when they are eventually auctioned.

"We plan to become a leader in 3G service through a nationwide network expansion on the analogue 850-MHz frequency, covering 940 districts by 2013," DTAC's CEO, Jon Eddy Abdullah told the Bangkok Post. "If we get a 3G licence on the 2100-MHz frequency, we plan a massive network expansion mainly in Bangkok and major provinces," Mr Abdullah added. "The existing 3G infrastructure on the 850-MHz frequency will be allocated to serve upcountry thanks to its five-times-wider network coverage than the 2100-MHz frequency."

The regulator is expected to hold its long-delayed 3G license auction around the middle of this year.

The special budget will be used to increase the number of its 3G base stations on the 900-megahertz frequency from 1,900 now to 3,500 by June and to boost Edge and WiFi network capacity. “The capacity expansion is expected to alleviate massive mobile data traffic congestion,” said Mark Chong Chin Kok, the chief operating officer. He said more funding could be approved to install another 10,000 3G base stations if AIS sees enough demand for data traffic. However, Mr Chong said AIS’s 3G service availability will be limited to the existing 17 provinces, where the company sees demand now. “We will not expand our 3G network nationwide where demand does not actually exist,” he said.

TOT to scrap BTS location contract with U-Tel

Thai state-owned communications provider TOT will end a contract with U-Tel after the latter failed to provide locations for 3G base stations. U-Tel, a subsidiary of United Communications, was contracted to provide 1,000 locations for base stations but only supplied some 600 locations and told TOT it will not seek further base station locations, The Bangkok Post reports citing TOT chairman Panthep Chamrasromran. Following U-Tel's announcement, TOT has decided to scrap the contract which expired last year and was being extended until now. TOT now plans to talk with other mobile operators to discuss a network strategy in order to move its planned 3G service forward.

TOT Plc says it will terminate a contract with U-Tel Co after it failed to provide locations for third-generation (3G) base stations. Chairman Panthep Chamrasromran said U-Tel, a United Communications subsidiary, did not provide 1,000 locations for the stations.

U-Tel has so far supplied only 600 locations, and the company said that it will no longer seek additional base station locations for TOT, said Mr Panthep. "We're scrapping the U-Tel contract," said Mr Panthep. U-Tel signed the contract with the previous TOT board, chaired by Areepong Poocha-oom. The contract expired last year and was being extended until now.

2100MHz 3G licensing timetable updated

Thailand’s National Broadcasting & Telecommunications Commission (NBTC) has approved a schedule for auctioning 2100MHz 3G mobile network operating licences later this year. The chairman of the regulator’s telecoms committee, Settapong Malisuwan, confirmed that a bidding auction for the long-awaited frequencies is planned for either September or October 2012, local newspaper The Nation reports. According to the timetable, an open invitation to bidders will be made in June, but firstly NBTC must draft a detailed auction plan, propose the starting price of the licences and hold a public hearing on the plan in March-April. In May it intends to release the finalised auction rules. The telecoms committee must set up three working groups to examine the legal aspects of the auction, revise the draft rules for network infrastructure sharing and draw up regulations for the cellular network roaming reference fee, the report added. The NBTC is also examining existing regulations aimed at restricting foreign dominance of telecoms operators, with a view to revise clauses that apparently contradict Thailand’s international trade commitments – previously thought to be amongst the factors putting off new foreign investment in the sector. A 3G auction advisor must also be chosen, and the watchdog is reported to be considering hiring US firm Nera Economic Consulting, which was previously used by the NBTC’s predecessor, the National Telecommunications Commission (NTC) ahead of the country’s aborted 2100MHz auction in 2010. The ill-fated 3G plan was suspended in September that year under a court action initiated when state-owned telco CAT Telecom challenged the NTC’s authority to issue third-generation frequencies – the complaint was upheld under a legal clause requiring the formation of the NBTC as combined broadcasting and telecoms regulator with powers to allocate the 3G spectrum resources.

Members of the telecom regulator's 2.1-gigahertz management subcommittee still have conflicting views on the spectrum reserve price, the number of licences to be made available at one time, and whether the so-called N-1 rule should apply in the upcoming licence auctions.

Some members of the National Broadcasting and Telecommunica-tions Commission (NBTC)'s 2.1GHz committee believe the reserve price should be lower than Bt12.8 billion, the level set by the now defunct National Telecommunications Com-mission (NTC) in 2010 in its licence auction plan. The reserve price is the minimum level the NBTC deems appropriate for the winning bid.

An NBTC source said these members reasoned that the reserve price should not be high. Unlike in the NTC era, all cellular operators now offer cellular broadband services, using their own spectra. Moreover, the NBTC will make more spectra choices available when the private cellular operators' concessions expire and their spectra are returned to the NBTC for reallocation.

2.1GHZ AND 1,800MHZ SPECTRA

True Corp is urging the National Broadcasting and Telecommunications Commission to auction the 2.1GHz and 1,800MHz spectra at the same time, as such a move would provide options for prospective bidders.

True chief executive officer Suphachai Chearavanont yesterday said that holding a single auction would give a clear picture to cellular operators as to the future path of the industry, which would enable them to prepare investment plans accordingly.

He is confident that putting the two spectra in a single auction would not result in low prices, as the watchdog could still set a reserve price for the licences in order to prevent that.

The NBTC currently intends to call for bids on 2.1GHz spectrum licences in the third quarter of the year.

The concessions of TrueMove and Digital Phone Co (DPC) will end in September 2013, when their 1,800MHZ spectrum blocks will be returned for reallocation to the NBTC.

The auction of the spectrum should therefore take place before September, Supachai said.

The NBTC has yet to finalise a plan to deal with the ending of the cellular concessions, which will have an impact on consumers.

Fees to CAT due from Real Move

CAT Telecom will inform Real Move next month that it will soon begin collecting fees for the 3G bandwidth the state agency wholesales to the cellular service provider, CAT's acting chief executive officer, Viroj Tocharoenvanith, said yesterday.

Real Move has been purchasing bandwidth from CAT to provide 3G services since August, but the state agency has yet to collect wholesale fees, pending the completion of its billing system and finalisation of the fee itself, Viroj said.

CAT is expected to have a total of 13,500 3G base stations by the end of this year for generating 3G bandwidth capacity, against its previously estimated total of 4,000. At the end of last year, it had some 3,000 base stations, higher than the previously estimated 1,500.

Meanwhile, CAT's board recently ordered the agency's committee on 3G service expenditure to further examine the possible risks and legal aspects of CAT's 3G service business.

The committee will take one month to complete the task.

As a result, the board is holding off granting Bt7 billion for CAT to prepare for payment of a 2012 interconnection fee to other telecom operators, pending completion of the study.

Earlier, CAT's management had requested Bt4 billion from the board to prepare for payment of the interconnection fee in the first half of this year, before adjusting the request to Bt7 billion for the whole-year payment.

An interconnection fee is the amount the network used by the caller pays to the network used by the receiver of that call.

TOT consultant advises network rental

TOT should rent out its 900-megahertz cellular network to that spectrum's future licence-holders, as one of the two most viable options to benefit from Advanced Info Service's network after it is transferred to the state agency when the AIS concession expires in late 2015, according to TOT's consultant.

TOT has hired PrimeStreet Advisory (Thailand) to study how the agency can create new revenue sources after AIS' concession expires in September 2015. The consultant's report was sent to TOT last month.

AIS provides second-generation cellular service on the 900MHz network, part of which also features third-generation equipment. After its concession ends, AIS has to transfer the network assets to TOT, while the spectrum is expected to be transferred to the National Broadcasting and Telecommunications Commission for reallocation.

CAT foresees main revenue from 3G wholesale

CAT Telecom hopes the 3G wholesale-resale business will become its main revenue stream, senior executive vice president Sompol Chantaraprasert says.

The state agency has targeted revenue of more than Bt61 billion this year before rising to more than Bt76.5 in 2013 but dropping to about Bt70 billion in 2014. After that it targets slight growth again, to about Bt72 billion in 2015 and the same in 2016.

Estimated revenue last year was about Bt51.3 billion.

CAT businesses range from overseas call service to third-generation-cellular wholesale-resale and data network service. It owns the mobile-phone concessions of Digital Phone Co (DPC), TrueMove and Total Access Communication (DTAC). However, the concessions of DPC and TrueMove will end in September next year, and DTAC's in 2018.

ICT Ministry labels CAT, True 3G deal ‘illegal’

Thailand’s Ministry of Information and Communication Technology has decided that a 3G network deal made in January 2011 between state-owned CAT Telecom and private sector operator True Corp is illegal. The decision was based on conclusions reached by the ICT Ministry’s investigative committee scrutinising the network building/leasing/reselling deal, ICT Minister Anudith Nakornthap said, as quoted by The Bangkok Post. Following True’s purchase of CAT’s former joint venture partner Hutch Thailand, in January 2011 CAT and True formed a resale partnership to deploy a HSPA-based 850MHz 3G network, over which True launched its commercial ‘True Move H’ service in August, while CAT rolled out a limited 3G service branded ‘My’ over the same network. Although full details of the ICT committee’s report have not yet been made public, Minister Anudith said these would be revealed ‘next week’. The Post quotes True Corp CEO Suphachai Chearavanont as saying that he was ‘not concerned’ by the ministry’s statement, as the matter would need to go to court, and could take ‘many years’ to be resolved. However, Mr Suphachai added that True is willing to adjust its wholesale/resale 3G contracts with CAT to comply with the requirements in the committee’s report.

TOT talks network sharing with AIS

TOT Plc is developing a plan for sharing mobile towers and its fibre-optic network in anticipation of fierce competition in third-generation (3G) wireless broadband services. The plan is in line with the policy of the National Broadcasting and Telecommunications Commission (NBTC) encouraging state telecom enterprises to become network service providers instead of operators. The sharing will take place between the concession holders and their concessionaires. At present, only TOT and Advanced Info Service (AIS) are in talks regarding network cooperation. The NBTC is revising a draft for issuing tower-sharing licences, and is expected to complete the regulations later this year.

TOT is in talks with AIS, its concessionaire, about joint construction of 2,000 mobile base stations to accelerate the 3G network expansion and lower costs. An infrastructure sharing scheme could result in a faster expiry of the AIS concession, which is due to end in 2015.

Our jokes are slowly becoming reality. It really is looking like 4G will become the global norm before Thailand ever gets its 3G act together and issues some @#$@%#@ licenses. The problem as usual is vested interests. The solution: State sponsored industrial executions. If these companies continue to act against the public interest, well that's exactly the kind of thing that regulation is meant to deal with, and a dam_n good shafting is way overdue.

Was in the USA last week...... Waow, I never knew my iPhone was 4G ( it's not, but AT& T pretends it is ).

If anyone wants to complain about Thai 3G quality,make a visit to Denver Colorado....... Thailand is way better that AT&T. Frequent signal loss, no data thru put etc down town in city center.

I am pretty sure that the quote you've attached refers to the recent challenges to the TrueMove H lease-back scheme, rather than any pending 2100 Mhz 3G auction.

Was in the USA last week...... Waow, I never knew my iPhone was 4G ( it's not, but AT& T pretends it is ).

If anyone wants to complain about Thai 3G quality,make a visit to Denver Colorado....... Thailand is way better that AT&T. Frequent signal loss, no data thru put etc down town in city center.

Did you get an AT&T pre-paid SIM? Register it in the U.S. in a non iPhone first? Add value? Subscribe to a data plan?

It can be a bit challenging but many, many people have done this successfully, and AT&T's 3G coverage on 850 and/or 1900 should be decent in most metropolitan areas, but Denver does get very low marks with AT&T customers. No iPhones, including the 4S, work on AT&T's LTE (4G network) although the 4S will work on Verizon's 4G (CDMA) network. Most expect the iPhone 5 to support LTE on AT&T.

I bought ~ 6 AT&T pre-paid SIMs on eBay for ~ $2.50 each, for friends traveling from Thailand to the U.S. However I use T-Mo while in the U.S.
