Hey Up just find a chance and start talking to them most are friendly. If you speak english talk to the backpacker girls they are looking for a chance to speak a bit of Thai.

Yes, except that the first assumption will be that it's some kind of scam, especially if you do it in the downtown tourist area.

You get a lot of people starting a chat with people who clearly look like tourists, to either tout something or extract money in some way.
