When I started flying sixty years ago there was the saying: Grandmother says Flow Low and Slow. It was used as a JOKE. Sixty years later Thais still use it as the RULE, obviously they do, having lost one or two airplanes flying them into a rock (Katmandu) and/or the ground in addition to be frequently being in the aviation news for violating minimum flight altitude, a few years ago it was a B747, also in Australia. Maybe they are under the misguided impression Australia being such a flat country close to sea level, particularly in the case of Melbourne, they dont bother with setting the correct barometric pressure in their altimeter. Typical Thai answer, The ground avoidance indicator will show when getting too close to what is under the aircraft. Marvelous isnt it how Thais advance from bullock cart, to 10-wheeler, to 18-wheeler, 22-wheeler and now even they have 24-wheelers. Not much room left under the regular type trucks to install more wheels. The prevailing Thai attitude, when you can manipulate these behemoths, your people surely can fly an airplane. LOL in LOS. Thai Airways pilot says all was ok. Conclusion: we can't take disciplinary action because there are two differing explanations. Therefore, case closed." Also, if Thai investigators were assessing the situation, they would have to know the social status of each person involved.
