Thawil to be moved to PM's OffIce

Prime Minister Yingluck denies charges of nepotism as govt awaits NSC chief's reaction to his transfer

The Cabinet yesterday announced that Thawil Pliansri would be transferred from his post as secretary-general at the National Security Council and appointed as adviser to the PM's Office. Thawil, whose transfer is awaiting royal endorsement, will be replaced by National Police chief Pol General Wichean Potephosree.

However, as advised by Bandhoon Supakavanich, secretary-general to the PM, Wichean's move has been put on hold to avoid legal squabbles in case Thawil fights his transfer as he threatened to do earlier.

The delay tactic could be related to the ruling party Pheu Thai's plans to put Pol General Priewpan Damapong, brother of Thaksin Shinawatra's ex-wife Pojaman na Pombejra, in Wichean's post.

Thawil is scheduled to issue a statement on his transfer and tell the public as to whether or not he would seek a court injunction on his transfer.

Government House sources said that once Thawil's transfer is royally endorsed, Deputy Prime Minister Kowit Wattana, who is in charge of the Royal Thai Police, would submit documents confirming Wichean's appointment as the new NSC chief.

Yingluck said yesterday that Thawil had the right to take his transfer to court, but dismissed media reports that the move was being made to put Priewpan in the top police post because of his relationship with Thaksin.

"Please don't look at it that way. A new government needs the right people in the right jobs to deliver results," she said, adding that this was the season for reshuffles and every step was being taken to ensure that Thawil's move followed existing regulations.

Meanwhile, Wichean yesterday took five days of personal leave, before leaving on a week-long official trip to China. He said he would extend his leave after September 18 if his appointment as the new NSC chief was not completed by then.

Banharn Silapa-archa, chief adviser to coalition partner Chat Thai Pattana Party, said he supported the reshuffle of key officials as the new government settles down.

The Cabinet yesterday also approved the transfer of a number of senior officials at the Natural Resources and Environment and Agriculture ministries. The reshuffle saw five departments under the Agriculture Ministry having new directors-general.

Two caught smuggling dogs across Mekong

Police yesterday arrested a Thai man and a Vietnamese while they were trying to smuggle 120 dogs across the Mekong River to Vietnam and found that 31 of the canines had already suffocated to death in sacks.

At 6.30am yesterday, Nakhon Phanom province's Territorial Defence Volunteer Administration officials arrested Issarapong Saenkhampai, 24, and Sern Nguyen Wan, 23, near the Sai Nopparat Pier in Ban Phaeng district. The suspects confessed that they had been paid to take the dogs across to Vietnam.

Meanwhile, the 2,000 or so dogs rescued on August 11 are reportedly dying because of crowded and damp conditions at the Nakhon Phanom Animal Quarantine Station. As of yesterday, only 815 of the rescued dogs were found alive, many of them ill, even though more than Bt20 million has been donated to their cause.

While the dog-smuggling tragedy had prompted many people to push for legislation against cruelty to animals, many of the reportedly 5,000 dog traders started a movement late last month calling for legalisation of the dog trade.

Sawong Dechalert, 58, from the dog traders' group in tambon Tha Rae in Sakhon Nakhon's Muang district, said many of the traders had been supplying dogs to Vietnam for 30 years and wanted to continue, but were being affected by Nakhon Phanom Governor Rerngsak Mahavinitchaimontree's policy.

Cheating policeman's 50-year term upheld

The Appeals Court yesterday upheld a former junior policeman's 50year prison term for embezzling funds while posted at Bueng Kum Police Station.

He was also ordered to return more than Bt500,000 in fines that he had cheated the station out of.

The court ruled against his excuse that he had lacked experience as a desk clerk and skills in bookkeeping and accounting.

In September 2009, the Criminal Court found former police sergeant Kosol Jomphong, 40, guilty of 353 counts of abuse of authority and sentenced him to a total of 1,765 years, before halving it to 882 years and six months because of his confession.

However, the maximum incarceration by law is 50 years.

Udon red shirts plan event for HM's birthday

Udon Thani red shirts are organising their own celebration for the 84th birthday of His Majesty the King on December 5.

"We want to show that we are loyal to the King," Kwanchai Praipana, a red-shirt leader in the Northeastern province and chairman of the "We Love Udon" club, said yesterday.

The main activity of "Neung Jai Roi Jai Ong Rachan" (Linking Our Hearts for His Majesty) will be a parade of about 24,000 motorcycles around the province, he said.

The riders will wear red shirts and the motorcycles will be decorated with national and commemorative flags.

Kwanchai said he was seeking permission from the Royal Household Bureau to use the flags.

However, no national leader of the red-shirt movement will attend the event because it was sponsored by his club and he did not want to be accused of exploiting the red shirts' name, he added.

Cycle lanes too dangerous for Thon Buri

Thon Buri will not get bicycle lanes because authorities fear they might endanger both cyclists and motorists.

The Bangkok Metropolitan Administration and Metropolitan Police agreed yesterday not to issue regulations for traffic police to arrange for the painting of bicycle lanes in the area.

Instead, they would promote the use of bicycles by the public and the building of bicycle paths separate from roadways for safety reasons.

The city had proposed bike lanes around the King Taksin Monument, Somdet Chaophraya Police Station and Buppharam Police Station.

Other locations were Prachathipok Road from Wongwian Yai to Phra Pokklao Bridge, Ladya Road from Wongwian Yai to Bang Saikai Bridge, Somdet Phrachao Taksin Road from Wongwian Yai to Krung Thonburi Intersection and Inthornpitak Road from Wongwian Yai to Bangkok Yai Bridge.

Teacher shot dead and then burned in Yala

A teacher was shot dead and his body set on fire in Yala yesterday afternoon.

Kanit Lamnui, 38, was shot dead by unknown attackers soon after he drove out of the Ban Kameng School in Yala's Raman district.

Several other incidents were also reported in the deep South yesterday.

Five teashop customers, including a nine-year-old boy, in Narathiwat sustained severe injuries after a gunman opened fire, while a roadside bomb was defused before it could cause damage in Yala.

Police believe the teashop attack was connected to the unrest in the deep South.

Doromae Bukoh, 56, said eight people were at his teashop in tambon Bang Por of Muang district when a motorcycle pulled up and the passenger walked in.

"He whipped out a pistol and shot at my customers one by one, prompting the others to run for their lives," he said.

The gunman fled on the same motorbike.

The wounded were defence volunteer Arong Muya, 45, Jehsoh Jehnu, 48, Mhadyusoh Sama-ae, Nusent Mameng and nine-year-old Saifoon Mana, 9. The victims were treated at Naradhiswasrajanagarindra Hospital.

In Yala, residents of Meeding Village in Raman district noticed some electric wires under the surface of a road and alerted the police, who removed and defused 20-kilogram bomb from the site.

A police source said militants might be targeting soldiers who were scheduled to visit the village to help a disabled woman.

"Had the locals not tipped off the police, the troops might have been hurt or killed," he said.

Sofwan Sama, the chief of operations for the insurgency, might have been responsible, he said.

Sofwan is wanted for his role in many security-related cases.

Yuthasak seeks clarity on scope of his power

Defence Minister General Yuthasak Sasiprapha said yesterday that he would ask the Council of State to verify the scope of his power in dispensing military appointments.

Under the existing ministerial guidelines, Yuthasak and top commanders sit on the Defence administrative panel responsible for drawing up the list for military reshuffle.

Due to unclear provisions, some panel members believe all differences should be settled by a vote, but in Yuthasak's opinion the decision should be made via consensus building instead of voting.

Last week, Yuthasak and other top commanders could not agree upon who should be given the position of permanent secretary for Defence.

Even though the panel finally reached a consensus on the annual military rotations, Yuthasak said he wanted further clarification for the panel's future work.

Thai Chamber of Commerce chairman Dusit Nontanakorn passes away

BANGKOK, Sept 7 -- Dusit Nontanakorn, Chairman of both the Thai Chamber of Commerce (TCC) and the Board of Trade of Thailand (BOT) died Tuesday at 8pm at Bangkok Hospital where he was being treated for leukemia.

Mr Dusit held seven American university degrees for six institutions. He was 64.

Diagnosed with leukemia last year, Mr. Dusit continued his work while undergoing treatment at hospital.

Mr Dusit graduated from Vajiravudh College in 1964 before receiving a BSc in Civil Engineering at Youngstown University, and an MSc in Structural Engineering, Ohio State University, both in Ohio, in 1969. He graduated from the Executive Program in Marketing Management, A Strategic Prospective at Stanford University, California, in 1985.

With a scholarship from the Siam Cement Co. he earned an MBA in Marketing from the University of California, Los Angeles, in 1977, and participated in the Advanced Management Program (AMP) at Harvard University in Cambridge, Massachusetts, in 1994.

He also holds an MBA in Engineering Sciences and Construction Engineering from Ohio State University and a BBA in Business Administration from the University of California, Los Angeles.

Mr Dusit serves as Advisor to Siam Cement Pcl and he was a director of Loxley Pcl.He was appointed 21st chairman of the Thai Chamber of Commerce and Board of Trade in 2009.

Mr Dusit initiated an anti-corruption coalition to launch a campaign against corruption as he had earlier said that Thailand was ranked 78th out of 178 countries worldwide for the practice of corruption. He said the private sector deems corruption an impediment to national development and investment. (MCOT online news)
