I strongly suspect you are correct as a non immigrant entry is a requirement - he just obtained 60 day extension on basis of Thai wife (to visit) and that is of his exempt entry. Believe he will have to obtain non immigrant entry first at 2,000 baht before he will be allowed the one year extension of stay for 1,900 baht. But he now has the time to do this.

This is my belief but having got the 60 day extension he got another queue ticket to apply for a Non-Imm 'O' hewas told he didn't need to do that now but come back later for the marriage extension. I fully accept that I am posting as a third party and wasn't privy to what was said. It also quite reasonable for an applicant to hear what they want to hear !

I suspect that he was actually told that he didn't need to apply NOW, and should use up most of the validity of the 60 day extension.
