64 more bank branches closed

Siam Commercial Bank and TMB Bank on Monday have maintained normal operations at their headquarters in Ratchayothin and Chatuchak areas.

However, sixty four more bank branches are closed as of Monday, Nov 7, as floods hit the Chatuchak, Ram Indra and Ratchadapisek areas.

According to the Bank of Thailand, this brought a total of closed bank branches to 620. Located in 8 provinces, over half (333) is in Bangkok. A number of 149 branches are in Pathum Thani, 68 in Nonthaburi and 31 in Nakhon Pathom. Siam Commercial Bank suffers the most from the floods, as 126 of total closed branches belong to the bank, followed by Krung Thai Bank (94) and Kasikornbank (87).

The central bank also showed that 5,262 ATMs are unplugged as of Monday, up by 319 from Friday. In Bangkok alone, the number reached 1,878 or nearly 14 per cent of outstanding 13,996 ATMs.

Samut Sakhon to Be Hit by Floods Next

As Samut Sakhon Province is believed to be the next province to be hit by flooding, officials there are prepared to dredge a canal and install water pumps to prevent flood water from entering the inner city area, while several outer areas are already seeing flooding.

Officials from Samut Songkhram's Fire and Rescue Department and officials from the Tah Sai Subdistrict Administration Organization in Muang District have coordinated and brought in trucks to dredge a canal as well as install six large water pumps in order to drain water into the Tachine River.

Two water pumps have also been installed at the floodgate at the Thai Sea Market to prepare for the upcoming water from the areas of Buddha Monthol 4 and 5 roads, Aomnoi Subdistrict in Kratumbaen District and Pasicharoen District.

Between November 10 to 15 officials will have to closely monitor the situation as it is another period of high tides.

The areas in Muang District of Samut Sakhon Province, from kilometer marker number 39, which is only 1.4 meters higher the road and is bordered by two canals, and the 17th to 21st kilometer, which is only two meters high and near to the canal that is receiving water from Nong Keam and Bang Khae districts, will have to be closely watched.

Samut Sakhon Governor Chulapatara Sawaengchan said water pumps will be used to drain out water into the Tachine River.

He added that the excavation of Rama II road to drain out water into the sea is being considered.

Hat Yai Braces for Imminent Flooding As Storm Season Approaches

While floods are taking a toll on many provinces in the central region, the Hat Yai municipality is preparing to cope with imminent flooding as another storm season in the southern region is approaching.

The Hat Yai Municipal Office is taking precautions for imminent flooding during the storm season in the southern region.

Around this time last year, Hat Yai District was hit by flash floods that caused significant losses.

Some 60 million baht has been allocated as emergency relief funds while officials are dredging main and secondary sewers in the municipal area, totaling 330 kilometers in length, to facilitate drainage into U Tapao and King Rama 1 canals.

Hat Yai Mayor Doctor Prai Pattano said the city experiences flash flooding caused by torrential rains and runoff from Sadao District and outer municipal areas.

He added his office has sought cooperation from relevant agencies to cope with potential flooding.

The mayor further stated that his office has prepared 500,000 sandbags to be used in building flood barriers.

Residents will be given 20 bags per household.

He added his office will hand out food and relief bags, which contain enough supplies for three days.

Some 204 households in flood-prone areas have taken part in a flood aid program to help less fortunate residents.

Many people are planning to move their belongings to higher ground and are stocking up supplies despite their belief that there will not be flooding this year

Sugar millers to recruit 10,000 workers

Sugar millers are recruiting a huge number of workers to relieve an increase in floods-driven unemployment, confident that 47 sugar millers nationwide could take up over 10,000 workers.

"Companies in the sugar cane and sugar industry realise the unemployment problem. We should take part in helping the country by giving jobs to these workers, so that they could support their families. Sugar millers nationwide will find suitable jobs for them. They could work in sugar cane fields, tend machinery in sugar mills, or help in backoffice," said Sirivuthi Siampakdee, vice executive chairman of Thai Sugar Miller Co Ltd.

Of total 47 sugar mills, 10 are in the North, 16 in the Central, 16 in the Northeast and 5 in the East. The workers are offered temporary jobs for the 2011 crunching season, which starts from November to April 2012. Workers are encouraged to directly contact the millers. THAI moves office to Suvarnabhumi Airport

Thai Airways International will temporarily move some operations to Suvarnabhumi Airport, as the headquarters on Vibhavadi-Rangsit Road encounter floods and transportation inconvenience.

In a statement, THAI President Piyasvasti Amranand said that the move is to ensure work continuity and service support.

THAI has so far maintained normal operations to and from Suvarnabhumi Airport.

On ticketing, aside from the offices in Larn Luang and Silom which open during 8am-5pm on Monday-Saturday, the Suvarnabhumi Airport office at the 4th floor will open 24 hours.

The airline also provides normal Cargo Service both domestic and international at THAI Cargo Terminal, Suvarnabhumi Airport.

Rama II to be inundated: transport minister

Transport Minister ACM Sukampol Suwannathat said Monday that the Rama II Road, which links Bangkok to the South will be left to be flooded.

Sukampol said Rama II is near the sea so any effort to keep it dry would delay the draining of water into the sea as well.

He said motorists travelling to the South should instead take the Bangbua Thong - Suphan Buri Road to go to Nakhon Pathom instead of using Rama II Road.

Chiang Mai-bound trains full

Bangkok-Chiang Mai trains are full of passengers fleeing from Bangkok, which has been hard hit by flooding.

Weerayut Sawangdee, deputy chief of Chiang Mai Railway Station said that Chiang Maibound trains were crowded with passengers unlike the return trips, which saw fewer passengers.

"We have enjoyed more passengers from Bangkok. They are now travelling to other provinces as most parts of the capital are under water," he said.

The trip is taking about five hours longer than usual as the trains need to detour to avoid flooding areas.

The first Chiang Maibound train leaves Bangkok at 8.30am and the second departs at 6.10pm every day. Trains leaving Chiang Mai for Bangkok depart at 8.45am and 5.55pm.

Weerayut said his office could add one to two compartments to the trains if there are more passengers wishing to travel.

Cleaning begins as floods recede in Uthai Thani and Pathum Thani

With floodwaters receding, people in Uthai Thai province and in Pathum Thani's Lat Lum Kaeo district have started cleaning up their residences.

As of Monday, the water level near Uthai Thani municipality, crowded with markets and department stores, was continuously receding. Some areas were even dry.

People in the area were seen cleaning their houses and shops as well as fixing belongings damaged during the inundation. Two months have passed since their lives and businesses were brought to a halt by the major flooding.

However communities near the Sakaekrang River and nearby areas are still facing water varying in height from 40 to 80 centimetres. Some areas such as Koh Te Poh, Sakaekrang, Ta Sung, Namsung and Neonjang precincts are still under one-to-two metres of water and people have to travel by boat.

In Pathum Thani's Lat Lum Kaeo district as well, flooding is receding and people living in higher areas are seeing dry patches. As people begin cleaning their houses and belongings, people flocked to buy cleaning materials. Shop owner Kamponsak Chantasirilak said his stocks of certain cleaning supplies quickly ran out as the floodwater decreased.

Some of those whose cars were submerged were seen spreading motor parts on the roadside to dry.

Ministry Proposes Toll Fee Exemption

The Transport Ministry is set to propose the exemption of tollway fee under its supervision at the Cabinet meeting tomorrow.

Transport Minister Air Chief Marshal Sukampol Suwannathat said he will propose the exemption of fee on the tollway at tomorrow's Cabinet meeting after many roads have been closed due to flooding.

Sukampol further said that the Flood Relief Operations Center is in the process of negotiating with Bangkok Expressway Public Company Limited, or BECL.

However, the company claimed that it cannot make a decision alone and creditors and shareholders must participate in the decision-making process.

Meanwhile, the Bangkok Mass Transit Authority, or BMTA, has announced the suspension of its bus services from Ladprao Intersection to Chokechai 4.

BTS and MRT services remain available as usual.

11 BKK Districts Declared Evacuation Zones

The Bangkok governor has declared Bang Chan Subdistrict in Khlong Sam Wa District an evcuation zone as floods there continue to rise.

Bangkok Governor Sukhumbhand Paribatra has declared Bang Chan Subdistrict of Khlong Samwa District another evacuation zone and has instructed the Bangkok Metropolitan Administration staff to distribute flood relief kits more thoroughly.

A total of 11 Bangkok districts have been declared evacuation zones, namely Don Muang, Lak Si, Bang Khen, Bang Plad , Talingchan, Tawee Wattana, Bang Khae, Phasi Chareon, Nong Khaem and Chatuchak .

Meanwhile, in 5 other districts, namely Nong Chok, Klong Samwa, Ladproa, Bangkok Yai and Minburi, at least parts of the districts have been declared evacuation zones.

Sukhumbhand said that if the big-bag levee built by the Flood Relief Operations Center can slow down the overland flow of water from the North, the flood situation in the capital could ease, and if there is no additional discharge, flooded roads could be drained in two weeks.

The governor said he will do everything possible to prevent all of Bangkok from becoming flooded and has asked the Irrigation Department to speed up water drainage into Mahachai Canal and the Bang Pakong and Tha Chine rivers.

Meanwhile, water is flowing into the Saha Union Company located in Bang Chan Industrial Estate.

A section of it is flooded with up to 20 centimeters of water.

The most worrying points are the west and northeastern parts of the estate as they could retain water from nearby roads and the swelling of the Samwa Canal.

However, factories in the estate are still operating normally and water pumps have been deployed to drain flood waters from inside.
