A friend has decided to marry his Thai girlfriend after 8 years of being together, he's asked me to check TV for requirements but all i can find is to go to Singapore and obtain a Non Imm O.He's currently on a Tourist Visa

He's been told he can go to Singapore and get a Single Entry Non Imm O for the purpose of coming to Thailand to marry as he would have access to.

Her ID

Birth Certificate of Child

But I can find nothing to corroborate this on this forum.

No, only legally married qualify for a non-O based on marriage.

Seems to be the case - told him get a tourist visa, get married in 30 days and then go back get the Non O ...

The OP's friend is currently in Thailand on a tourist visa. The simplest procedure seems to be as follows:

Step 1: Get married.

Step 2: At the local immigration office, apply for a change of visa to non-immigrant visa.

Step 3: Apply for one-year extension of stay.

Step 4: Optionally, apply for re-entry permit.

NO, you can convert within Thailand.

If he can qualify for one year extension of stay he can convert stay to non immigrant visa in that process. If not he would have to leave to obtain a non immigrant O visa.
