Will the Thai Embassy be open or closed Monday June 4 in Vientiane?

Can't say for certain but think it's about 90% a yes on them being closed on that say.

It is a official Thai holiday that day...and therefore a yes is pretty certain.

Note: Up above under the General Topics heading there is a list of Public and Official Holidays in Thailand for 2012. It says there:

4 June (Mon) Visakha Bucha (Puja) Day National Holiday

So I'd say that means a pretty definate yes.
