Google his name and within one minute you will find an address which was last updated on 14-6-2012.

Yes, I think this is a (borderline) case of an infringement of privacy.

If this is really necessary, the overwhelming reasons should be clearly stated to justify this exception.

I agree. I'm not sure if Thai Visa should be a place for shady people hunting. Who knows if the OP wants to hug him or kill him? Could be his new girlfriends ex for all we know.
