I am on the final phase of a 12 month non b visa- I got it stamped until Nov 6th just before it expired on August 12th.

Can I leave the country for a short trip and come back or will it then become invalid

You must obtain a re-entry permit (cost 1,000 baht) from immigration office and use that for your return visa to continue permitted stay until Nov 6.

I write for a Expat newsletter here in Isaan. I wrote an article including reference to re-entry permits and the costs, 1000 and 3,800 Bhat . The editor informed me that the costs had increased to 1200 Bhat for a single and from 3800 to 4,000 Bhat for a multiple. Anyone purchased one in the last few weeks?

No increase has been reported. The price difference might be related to a re-entry permit at the airport. At the airport you pay 1,200 for a re-entry permit instead of 1,000 at a regular immigration office. This is not something new.
