?Usually the ATM Withdrawals are free in the locale of the Bank Account, with fees if you're out and about in the Nation, right? Is there a bank with better fees, [or free] for roamers?

They all seem to have the same fee structure but ATM Pool members (most all banks here) allow use of another banks ATM without extra charge for non-bank the first 3 or 4 times each month. But drawing money from a Bangkok account in Chiang Mai gets that added out of area fee. Not really that much but not friendly. The fee you do want to avoid is using a foreign card in any machine other than AEON as that will likely get either get a 150 baht fee or dramatic exchange rate (bad).

The rate of fee's charged are set by the Bank of Thailand, not individual banks as are the number of times you may freely use (in your own area) ATM machines owned by other banks. Lopburi3 is incorrect with his guess of the number of times you may use the ATM's of other Companies it is in fact 5 times per month free and this also includes balance checks

SO, of one bank didn't charge all these fees, can we assume that a huge plethora of customers would use this bank as a result? I would hope so, perhaps not (considering Thais). If we do assume that customers would jump ship based on lower fees, why doesn't one bank lower them? Maybe i'm thinking too much. Another case of "if we all competed with each other, how could we make any money".

The Bank of Thailand (BOT) does indeed set many of the "max" fees Thai banks can charge, but they don't set all fees.

A person can go to the BOT link to see various fees charged by various Thai banks for various banking services. BOT collects this fee information because the fees vary somewhat from bank to bank. The fees are indeed similar but not identical.

Google Translate is your friend at this web site and be sure to remember that many times charges in Baht may showup as a U.S. dollar, UK Pound, etc., symbol versus the Baht symbol.

TMB has free ATM withdrawals at all machines.

As many as you like.

It's the only bank that has this feature.

Yes. I am very happy with TMB. I maintain a BKK Bank account for easy transfers of cash into the country (from US), but immediately put that cash in TMB.

I suspect that the reason everybody doesn't jump ship to TMB is that they just think, "This is the way it is." Most Thais don't seem to question anything; they just accept. There is little real competition in this country, so they do not expect any. Frankly, I suspect most people simply do not know about TMB's "No Fee" account. I just stumbled across it myself.

Not according to UOB - it is 4 times free and 5th time 10 baht fee per below.

Free 1st – 4th transaction. The 5th transaction and subsequent are chargeable of THB 10/transaction (Effective date is 18 June 2011)

Aeon is not applicable here, since the fees are set by the car issuing bank.
