For years extremists have bombed down south, beheaded monks and teachers amongst hundreds of others. Not a whole lot if anything is being done, if this was in a western country it would be all over the news if even one person was beheaded, but not here. politicians don't go on television to display their disgust at the actions, or talk of their plan of action, they just basically do nothing. Fairly nasty problems in Yugoslavia a few years back too. Basque separatists are still at it in Spain. Plenty of developed countries have similar problems. Publicity is what terrorists want.
