Accipiters are notoriously hard even with a very clear photo, but for me the rule of thumb is that unless you can detail specific reasons for it being anything other than a Shikra, then it's best to put it down as a Shikra. As a Thailand's most knowledgeable ornithologist once put it to me, and I paraphrase, "Shikra is the default accipiter in Thailand." If you lighten the exposure some and repost it may bring out some distinguishing characteristics.
