Lese majeste 'hurts Thai image'

BANGKOK: -- Thailand is attracting negative publicity over the issue of freedom of expression - due to the lese majeste law and the Computer Crimes Act which prevent people from making critical remarks about Thai monarchy, according to a visiting British academic.

Oxford University Prof Timothy Garton Ash, an authority on free speech and European history, referred in Bangkok yesterday to the "very shocking cases of lese majeste offences".

"Thailand gets mentioned [negatively] quite a lot," said Ash, who was keynote speaker at a seminar on reconciliation and freedom of speech organised by the European Union.

He said cases such the latest 10-year lese majeste sentence on Voice of Taksin editor Somyos Prueksakasemsuk had grabbed world attention because the sentence was "so wildly disproportionate that one has to express one's sense of ... outrage".

The EU delegation in Bangkok issued a strong statement after the verdict against Somyos last week, expressing deep concern, and as a result local royalists vowed to protest in front of the EU office in Bangkok today.

EU Ambassador to Thailand David Lipman told The Nation he has been accused by some ultra-royalists of being on the payroll of ousted and fugitive former premier Thaksin Shinawatra. Lipman laughed off the allegation and added that the money from Thaksin hadn't arrived yet. "I’m waiting for [it]," he joked.

National Human Rights Commissioner Niran Pitakwatchara, said Thais should be more tolerant and allow greater debate on the lese majeste law.

Department to educate public on preserving ancient sites

BANGKOK: -- More than 10 ancient sites in Thailand had been destroyed in the past 30 years, including some by building encroachments on the Ayutthaya Historical Park and World Heritage Site, Fine Arts deputy chief Anek Sihamas said yesterday.

In Bangkok, too, buildings of architectural value had been pulled down, he said.

As a result, the department would educate the public about the value of ancient sites and revive projects for local volunteers to work on art and culture heritage conservation, Anek said.

Department chief Sahawat Naenna said 2,000 out of Thailand's 8,000 ancient sites had been registered for protection. The rest were still in the process because the department could register only about 100-150 sites each year. Consequently many unprotected sites were being destroyed.

Sahawat said he would initially propose pending-registration sites to be listed as national ancient sites until listed in the Royal Gazette. The public would then realise their value and notify the department prior to any renovation or modification.

Despite the Antiques, Objects of Art and National Museums Act 1961, Anek said many areas had seen encroachment and demolition of ancient sites. More than 10 registered ancient sites, as well as other not-yet-registered ancient sites, had been destroyed or modified in the past 30 years.

In the Northeast, ancient cities in Nakhon Ratchasima, Roi Et and Kalasin had been turned into farmland by villagers who didn't know the sites were of archaeological value, he said.

In northern areas like Chiang Rai and Phayao, it was found that locals had built new pagodas covering ancient ones. In Central Thailand, especially Ayutthaya, some buildings had been constructed on the Ayutthaya Historical Park and World Heritage Site; while in Bangkok old buildings of architectural value had been demolished, he added.

Sereepisuth to reach out to office workers

BANGKOK: -- Sereepisuth Temeeyaves, the gubernatorial candidate No 11, said he planned to campaign with office workers during their lunch hour. He would visit some of the many skyscrapers in the city that house business offices.

He said his major platform is different from that of other candidates. If elected, he would provide free air-conditioned bus services, free food at temples, and mobile medical services for Bangkok residents.

"We have to turn Bangkok into a city suitable for living - clean, free from crimes, drugs, good for tourists, and has no traffic congestion. All of these aims need involvement from Bangkok residents," Sereepisuth said.

He also promised to clear street vendors from Bangkok pavements within a year, by finding new places for them not far from their original locations.

Pongsapat promises free transport to school students

Pongsapat Pongcharoen, candidate No 9, yesterday promised to provide free transport for students going to and from school, adding that was a way to help their parents save costs.

He said if elected the next Bangkok governor, he would build more public parks covering an area of another 70 rai (11.2 hectares) to provide additional "green areas" for local residents. More youth and sports centres would be built in all districts of Bangkok.

Sukhumbhand to pursue wastewater tunnels

MR Sukhumbhand Paribatra, candidate No 16, yesterday promised that if re-elected Bangkok governor, he would continue with the construction of six giant wastewater tunnels in order to prevent flooding in the capital.

While inspecting the Rama IX Tunnel, which is 5 metres in diameter and 6.4 kilometres long, the former governor said the tunnel was a "hero" during the 2011 flood crisis. It helped prevent a deluge in the inner city areas by diverting flood waters from the North into the Chao Phraya River.

He said the project of building six more giant tunnels, in the process of being studied when he was governor, would continue uninterrupted.

Thai tycoon takes majority control of Singapore's F&N

SINGAPORE, Jan 30, 2013 (AFP) - A Thai tycoon has clinched majority control of Singapore conglomerate Fraser and Neave (F&N), making his offer to fully takeover the company unconditional.

TCC Assets, owned by Thai billionaire Charoen Sirivadhanabhakdi, said in a statement late Wednesday that its stake in F&N stands at 50.92 percent after further purchases in the stock market and more shareholders accepting its offer.

With majority control now in the hands of the Thai parties, "accordingly, the F&N offer has become unconditional in all respects," the statement added.

TCC Assets is offering to buy F&N shares it does not already own at Sg$9.55 ($7.80) apiece, valuing the drinks, property and publishing conglomerate at Sg$13.75 billion.

The deadline for the rest of the shareholders to accept the offer was extended from February 4 to February 18, according to the statement.

Indonesia-led property firm Overseas Union Enterprise (OUE) averted a bidding war earlier this month when it declined to match the offer by the Thais. OUE is linked to Indonesian tycoon Mochtar Riady.

Singapore's Straits Times newspaper has said if the takeover pushes through, it will be the biggest in the city-state's corporate history.

F&N became a takeover target after it sold off its most prized asset, Tiger Beer maker Asia Pacific Breweries, to Dutch giant Heineken in September.

It still has lucrative beverages, property and publishing operations.

Analysts believe more shareholders are likely to accept the offer as it is the only bid on the table.

The market however is closely watching whether Japanese brewer Kirin, which holds a 15 percent stake in F&N, will sell its interests or remain a minority shareholder.

Kirin had allied itself with OUE in the bidding war. Its 15 percent stake is worth more than Sg$2.0 billion at the rate offered by TCC Assets.

Charoen's TCC Group has a real estate unit, and the tycoon also owns Thai Beverage, which sells Chang beer.

PM instructs economic team to help smaller enterprises

BANGKOK, Jan 31 – Prime Minister Yingluck Shinawatra is concerned with the strengthening and fluctuating Thai currency and instructed related agencies to urgently assist smaller businesses which have been affected by the situation.

The premier told the meeting of economic ministers on Wednesday that additional measures should be mapped out to help small and medium sized enterprises (SMEs) in light of a nationwide introduction of the Bt300 minimum wage and the fluctuating Thai baht.

Deputy Prime Minister/Finance Minister Kittiratt Na-Ranong quoted the Bank of Thailand (BoT) as informing the premier that the rapidly appreciating Thai baht was due to a short-term inflow of foreign capital into the domestic stock and bond markets.

Economic ministers agreed that Thai investors should be encouraged to invest abroad as a long-term measure to maintain a balanced Thai currency, he said, adding that economists and financial experts will be asked to evaluate if a measure to supervise the inflow of foreign capital is necessary.

However, measures on taxation and the control of inflow and outflow of foreign capital will not be issued since Thailand is a free trade country, Mr Kittiratt said.

He said the Committee on Assistance to SMEs will meet with private sector and industrialist representatives on additional measures to help small and medium business operators, some of whom have negotiated with financial institutions for debt repayment reprieves. (MCOT online news)

Malaysia to ink prisoner transfer deal with Thailand soon

BANGKOK, Jan 31 – Thailand will be the first country to enter a prisoner transfer agreement (PTA) with Malaysia after the neighbouring country’s promulgation of a law for the purpose in November, according to a senior Thai foreign ministry official.

Sompong Kangthong, Thai ambassador to Kuala Lumpur, said the agreement is a delicate issue and certain details will have to be worked out before a bilateral agreement is signed.

Related laws of the two countries and some to-be-agreed conditions must be taken into consideration, he said, adding that transfer of sentenced prisoners can be done immediately after the agreement is endorsed by both countries.

Prisoners to be transferred under the agreement are those sentenced by the appeals and supreme courts who decide not to appeal.

Sentenced prisoners entitled to the transfer must have served at least two-thirds or three-fourths of the jail term, Mr Sompong said.

A total of 290 Thai prisoners with heavy penalties are in Malaysian jails while over 100 Malaysian convicts are imprisoned in Thailand. (MCOT online news)

US Ambassador visits refugee shelter in Mae Hong Son

MAE HONG SON, 31 January 2013 (NNT) - The US Ambassador to Thailand has visited a temporary shelter for refugees and a health center in the border area of Mae Hong Son.

US Ambassador to Thailand Kristie A. Kenney and her entourage traveled to the Thai-Myanmar border at Ban Mai Nai Soi -- a village of long-neck Karens, to visit the refugees, who fled wars in their countries and are looking for a third country to settle down. The group acknowledged the conditions and problems at the shelter and helped seek ways to give assistance.

Then the ambassador observed the operations of public health personnel at the local health center of Ban Mai Nai Soi. Most refugees were found to be sick of respiratory diseases, diarrhea, and Malaria.

Ms Kenney also paid a courtesy call on Mae Hong Son Governor Mrs Narumon Palawat and visited the National Broadcasting Services of Thailand (NBT) station in the province. The ambassador said the US has accepted thousands of refugees and will continue to take in more.
