BANGKOK: -- The Television Pool of Thailand and eight mainstream TV stations will be joining up to provide real-time results of the Bangkok gubernatorial election on March 3.

The information will be gathered and disseminated by Nation Multimedia Group's Nation Broadcasting Corporation (NBC).

The results will be collected with the support of 10 universities and 21 schools, which will station at least 5,000 students at 6,548 polling booths across the city. The TV stations will be able to report on the results as soon as voting ends. Releasing real-time voting figures is meant to boost transparency as well as ensure a fair and clean election.

As soon as election officials start counting the ballots, the figures will be sent real-time to a central data-processing centre via the Advanced Info Service (AIS) mobile network. TOT will also install a network linking AIS with the eight TV stations and the election-coordinating centre to ensure that information is shared in an efficient and speedy manner so viewers can keep up with official election results as soon as the counting of ballots begins.

Separately, the Television Pool of Thailand is teaming up with Rajabhat University's Somdej Chao Phraya campus and the Nation University to carry out an exit poll.

About 500 students will speak to 20,000 voters in 50 districts and results of the exit poll will be released as soon as the ballot boxes close at 3pm.

Klong Prem Prison move to be studied

The Nation

BANGKOK: -- A joint committee of the Justice and Finance ministries and the Office of the Judiciary has been set up to come up with a plan within 15 days to move Bangkok's Klong Prem Central Prison outside the city.

The prison's current location in Chutuchak district will be expropriated by the Finance Ministry, Corrections Department chief Suchart Wong-anantachai said yesterday.

The Finance Ministry's expropriation plan also covers other prisons, including Bang Kwang and Lat Yao, according to a 2004 Cabinet resolution that called for inner-city prisons to move to suburban areas.

A Corrections Department source said that the Cabinet resolution aimed to turn the city prison locations into commercial centres.

The committee will study the Klong Prem move's impacts, including distance from the city, inmate supervision and court jurisdiction as well as consideration of the Treasury Department's budget allocation for new prison construction.

A previous study looked into moving Bang Kwang and Nonthaburi provincial prison. However, those plans have been put on hold because the Treasury Department has not allocated funds to build new prisons.

Grenade tossed at football match

YALA: -- Five soldiers were wounded last night when a grenade was tossed at their football match at a temple compound in Yala's Muang district.

Attackers driving by in a pickup truck threw the grenade, later found to be an M26 "lemon", at the match at Wat Lak Ha in tambon Sateng Nok. The Buddhist temple is home to an Army unit, the 5032nd Infantry Company. Four soldiers were slightly hurt while one other was seriously injured.

They were treated at a local hospital.

Prominent Muslims among new advisers on south

BANGKOK: -- Deputy Prime Minister Chalerm Yoobamrung on Tuesday appointed nine advisers, including prominent Muslims, aiming to solicit "fresh ideas" on how to quell the southern insurgency.

The advisers, including Wan Muhamad Noor Matha, Areepen Utarasint and Najmuddin Uma, are prominent Muslims from the Wadah faction of the Pheu Thai Party.

"These advisers are local Muslims and I have close ties with them, therefore I want to sound out their ideas," Chalerm said.

He said he would hold an informal meeting with the advisers next week. Later he might invite them to meet and talk with his panel members in charge of the strifetorn region.

The deputy prime minister said the government was on the right tract with its counter-insurgency strategy.

Reacting to his appointment, Najmuddin said Chalerm offered him the job last week.

Cabinet approves purchase of 1.8 million tablets

BANGKOK: -- The the Cabinet meeting Tuesday approved the purchase of 1.8 million computer tablets for the academic year 2013.

The Education Ministry proposed for Bt5 billion budget to buy tablets for Prathom 1 students as well as Mathayom 1 students and teachers for this academic year.

The tablet for Prathom 1 students would be of better spec with at least seveninch screen, at least 1GB speed, at least 8 GB capacity and the price was set at Bt2,720 per tablet, while the tablet for Mathayom 1 students was set at Bt2,920 with at least eightinch screen, 1GB speed and 16 GB capacity.

WFMC to ask for special budget to launch short-term solutions for drought

BANGKOK, 20 February 2013 (NNT) – The Water and Flood Management Commission (WFMC) is set to propose to the Cabinet a short-term plan to tackle the drought problem.

Deputy Permanent Secretary for Natural Resources and Environment Suphot Tovichakchaikul said that the Water and Flood Management Commission will ask for a budget of 2 billion baht from the Cabinet to procure 20,000 water containers for 10,000 villages and to dig underground wells in areas hit by drought.

The planned proposition was initiated after the Department of Disaster Prevention and Mitigation reported that there is a demand for 9,000 underground wells across the country while the Department of Groundwater Resources can only dig 2,000 wells.

Mr. Suphot stated that more joint studies must be performed to identify solutions to provide water supply for those in need within 90 days, as called for by the government.

He added that there are now 31 provinces hit hard by the drought crisis and the government is in a hurry to find water supply for people in those areas.

Army chief visits South; intelligence warns of possible car bomb

BANGKOK, Feb 20 - Thailand's army chief left Bangkok today for the south to follow up military operations against the insurgency in the border region, as intelligence reports warn of possible car bombs in the four southern border provinces.

Intelligence reports warn security and other state agencies in Songkhla, Pattani, Yala and Narathiwat provinces to be on alert for possible car bombings as a group of insurgents reportedly have built explosives into two vehicles--an Isuzu pickup truck and a Proton sedan.

The warning came in the light of latest bomb attack which wounded eight soldiers at an army outpost in a temple compound in Yala yesterday.

Speaking to reporters before leaving Bangkok with prime minister's adviser Gen Yuthasak Sasiprapa, Army Chief Gen Prayuth Chan-ocha commented that soldiers were caught off guard which resulted in eight soldiers being wounded.

A grenade was thrown at the group of soldiers as they played football.

Two attackers on a motorcycle, one dressed like a Muslim woman in hijab traditional dress, stopped outside the temple and then threw the grenade over the temple wall.

The incident was recorded by a surveillance camera.

The army chief said the soldiers were careless and easily became the target of an attack.

Gen Prayuth said he repeatedly told the soldiers to remain vigilant. The army chief said he would again urge them to be more alert for self-defence and safety. (MCOT online news)

National Labor Skill Standards Day Fair to be held during March 1-3

BANGKOK, 20 February 2013 (NNT) – The Labor Ministry has announced that it will hold the National Labor Skill Standards Day Fair during March 2-3 at The Mall Bang Kapi to honor Thai skilled labors and promote His Majesty King Bhumibol Adulyadej for earning his title as “the Father of Thai Craft Standards.”

Labor Minister Padermchai Sasomsap stated that His Majesty the King has been honored as the Father of Thai Craft Standards from his superb artisanship and inspirational presence to all citizens, especially skilled laborers. The National Labor Skill Standards Day, having been set on March 2 of every year, is mainly to serve as a reminder for all skilled laborers in Thailand of His Majesty the King’s commitment and unrelenting effort in putting his creative inventions into good use for the benefit of the nation’s citizens.

The National Labor Skill Standards Day Fair will be held at MCC Hall, The Mall Bangkapi, consisting of exhibitions on His Majesty the King’s works and excellent skilled labor projects, outstanding workplace for labor development, and skill standard test demonstration.

The ministry has also cooperated with the Thai Contractors Association and relevant agencies from Malaysia and Indonesia in setting up skill standard assessment in construction, residence cleaning, Thai massage, and cooking.

Rice farmers told not to grow rice in low lying areas as water running low

BANGKOK, 20 February 2013 (NNT)-The Royal Irrigation Department (RID) has told farmers not to grow rice in the low lying areas of the Chao Phraya River as there is not enough water in the dams for irrigation.

The Water Assessment Center of the RID has revealed that there is only 23% of water left in both Bhumipol and Sirikit dams combined. And since the drought is expected to continue for another 2 months, farmers have been told not to grow out-of-season rice to prevent water shortages.

Even though the amount of water in reserves around Thailand amounts to 43.3 billion cubic meters or 62% of their total capacity, only 19.8 billion cubic meters is considered usable.

In the low lying areas of the Chao Phraya River, there are 2.6 billion cubic meters of usable water in Bhumipol dam, 1.7 billion cubic meters in Sirikit dam, around 537 million cubic meters in Kwae Noi Bumrungdan dam, and only 417 million cubic meters more in Pasakcholasit dam.

A military chopper lost contact in Phetchabun Wednesday

BANGKOK: -- A military helicopter lost contact while flying over forest site in Phetchabun's Khao Kor district on Wednesday.

Officials are trying to locate it. It is still not known how many crew were on board.
