Are you asking which of the scenarios you posted is best to retire on?

If that is your question, the answer is 'None of the above'.

A single Non Imm O can be extended for a year at a time for 1900 baht for the purpose of retirement. That assumes you meet the requirements.

Only a Non-O visa can be exteded for retirement, not a tourist visa. If you meet the requirements the NO-O can be extended for 1 year during the last 30 days of your permission to stay. During the year, you will not have to leave Thailand, only report your address every 90 days. The cost of the extension is 1900 baht. Here's the requirements for a retirement extension:

What is best, cheapest depends on your situation and your plans. If you want to come to Thailand for a holiday or want to stay permenantly in Thailand will matter a great deal. For permanent stay the non-O visa is the best.
