Scheme useful for weather forecasts, disaster management, official says

BANGKOK: -- The government will by the middle of this month negotiate with Nasa about reviving its joint project to study climate conditions in the region, which would be useful for the country's weather forecasting and disaster management, but will seek greater input in the planning stage.


"We will not only send our scientists to join this project, but also want to have more participation in the decisions to designate the flight routes, the approach to collecting cloud and atmospheric data, the airbase that will be used for this mission or even the equipment that will be installed," Anond Snidvongs, director of the Geo-Informatics and Space Technology Development Agency, said yesterday.

Science and Technology Minister Worawat Ua-apinyakul will lead senior officials to the US later this month to open a new round of discussions on the "Southeast Asia Composition, Cloud, Climate Coupling Regional Study".

"We have talked with Nasa at the ministerial level several times during the past few months after Nasa cancelled this project last year. This will be an unofficial negotiation round to insist that this project is still important for our country," Anond said.

"The Science and Technology Ministry and Foreign Affairs Ministry have always insisted to Nasa that this project is important for Thailand," he said.

The US National Aeronautics and Space Administration decided to abort its research project into weather conditions in Thailand's skies because the Cabinet was unable to endorse its request to use the U-Tapao naval airbase by June last year and it ran out of time to make logistical preparations.

If Nasa does not agree with Thailand's conditions for this project, the government will not allow the space agency to use any airbase in the country to conduct any research.

"Even if Nasa uses an airbase in a neighbouring country, we will not allow them to survey or collect any data in our skies," he said.

He downplayed the national security issue, saying that all steps to continue this project have complied with the Constitution and have been explained to Parliament.

"It is not a big deal but the problem is that the government must create public confidence," he said.

The group of Thai officials and scientists will not only visit Nasa, but also Canada to study water management and strengthen collaboration in satellite technology.

NASA should pass on these idiots and set up camp in a neighboring country who is smart enough to know a good thing when they see it the first time.

Sounds like Thailand wants to set all the conditions and just collect the benefits. NASA needs to say go away little kid (Thailand) until you grow-up and can negotiate like an adult. This could be a long wait.

I think best face saving would be to forget about it. What Thailand wants it's to control the planning, process and eventually the results.Nasa or any other scientific team wanting to study the atmospere would only learn about the deep fog of Thai politics....

Did this Science and Technology Minister go to school in North Korea?

Cause he sounds a lot like them.

Just a note to the Minister.

If they cancelled it last year, they are really not hard up for the project.

I am also sure the NASA scientists are quite eager to tap the genius of Thai minds.

I would like to be in the room with the NASA folks to hear all the laughter and jokes if and when they read this "it's our way or no way" statement from Mr. Anond. I've got a few ideas about what they would say but I don't want to get banned by posting them.

One part of the Thai psyche has a level of pride which is utterly undeserved and unrealistic. Thailand is not third world but second world at best. It must be very difficult for NASA to tolerate these fools.

....technologically...almost at 3G Communications....while many countries are already 5G...

.....so what do they want to pretend...sovereignty again....???

More than 150 scientists, technicians and airborne research specialists
gathered in Boulder, Colo., last month to develop strategies for doing
something that has never been done before: probing a vast expanse of the
Southeast Asian atmosphere from top to bottom at the critical time of
year when strong weather systems and prolific regional air pollution
pump chemicals and particles high into the atmosphere with potentially
global consequences for Earth's climate.

SEAC4RS planners will be using a suite of scientific
instruments in orbit, in the air, and on the ground to paint a detailed
view of these intertwined atmospheric processes. As NASA's A-Train fleet
of formation-flying satellites passes over the region every day,
sensors will detect different features of the scene below.

There is a lot of tricky coordination involved in planning a major field campaign like SEAC4RS,
especially in a region made up of so many different countries. The
Boulder meeting was the first time that everyone involved in the project
got together to discuss detailed flight plans, logistics, and
schedules.

"This is certainly one of the largest airborne campaigns NASA has
undertaken," said Toon. "We have a diverse fleet of aircraft, a lot of
different scientific communities involved, and we are flying over a new
region for us. But it's exciting to see all these different people come
together to tackle a big scientific problem," Toon said.

Its obvious this will never happen in Thailand if this is the way it going to be. For one This study and the equipment to be used has already been designed specifically for certain purposes. The so called Thai scientist (that weren't invited or took part of the planning) should know this and not make ridiculous self-serving demands.

For sure. I go to see them every year. Only problem they only go up about one mile.

But we have a Cunning Plan, Thai air-traffic-control will only permit the NASA-planes to fly, at altitudes below 5,000 feet ! rolleyes.gif
