my friend is leaving for UK tonight at 2 am. Does anyone know if the immigration office will be open to get a re-entry permit for his nonO/work permit.?

The office is 'open' 24 hours, however you may have to wake-up / find an officer Always best to go to immigration in town well in advance of your exit.

As already posted its open 24 hours.............if you dont know already its located in Terminal 1 just to the right of the cubicles/machines where you pay your departure tax.
