Police cancel contract with PCC

Only 12 per cent of project completed; police spokesman says firm within its legal rights to sue

BANGKOK: -- The Royal Thai Police announced yesterday that it was cancelling the Bt5.848-billion contract it had signed with PCC Development and Construction Co to build 396 police stations nationwide.


Police spokesman Piya Uthayo said the bureau had the right to cancel the contract because the police logistics office and regional committees had reported that the contractor had failed to meet the completion deadline. He said only 12 per cent of the project had been completed over the past 755 days.

Hence, he said, the national police chief had approved the cancellation, effective from today, and the police bureau would notify PCC and other related agencies later.

The police bureau plans to seek Cabinet approval to hire a new contractor for each of the 396 projects so they can start the e-bidding right away. Deputy police chief Worapong Chewpreecha said he had already called a meeting of related officials in relation to the development of the project.

As for the Royal Thai Police's plan to seek compensation from PCC, Piya said the bureau's legal team was working on it, adding that PCC was within its legal rights to file a lawsuit against the police bureau as it had threatened earlier. He said the Royal Thai Police was ready for a court battle.

When asked if taking the case to court would affect the construction of police stations, Piya said there should not be a problem because the goal was to build the stations as soon as possible.

Pol Lt-Colonel Santhana Prayoonrat, who works as adviser to PCC executive Pibul Udomsithikul, was also present at the press conference yesterday.

In response to questions, Santhana said PCC did not know former prime minister Abhisit Vejjajiva, former deputy PM Suthep Thaugsuban and veteran politician Newin Chidchob and that it was just being dragged through the mud for the sake of politics. Abhisit and Suthep are being investigated for alleged abuse of authority in relation to this project.

Santhana said the PCC had apologised to the public and affected police officers. He said PCC needed to exercise its legal rights as soon as possible.

He added that PCC would try to complete its other contract with the police bureau - the construction of 163 police flats across the nation - which is already 70-80 per cent complete.

Reading between the lines, the contract was given to a Democrat friendly company, the Police are Peua Thai friendly, the Puea Thai friendly police did not co-operate with the democrat friendly company, so the work could not be done on the Peua Thai friendly police's stations, enabling them to accuse the Democrat friendly company of missing deadlines, therefore withholding budget from the Puea Thai friendly govt who can now get the Puea Thai friendly DSI to investigate corruption of the Democrat friendly govt that fiddled with the contract in the first place to ensure it didn't go to a Peua Thai friendly company. Make sense?

How about, a constructor pocketed a load of cash on a government contract?

Hardly beyond the realms of possibility?

The interesting part is, the housing flats. Why is this contract do so much better than the police station contract? No mention of cancelling this contract, so I presume all parties are good with its progress.

Why is there (still) no explanation as to - of the amount of money paid out already compared to what percentage of that falls in line with the percentage of work completed? Similarly the issue of why the work has only (in the majority of instances pictorially) display concrete footings and stumps? And you can bet PCC will now dump some real facts about the payoffs and to whom which will be quite a large stick to wield.

No problem--famous last words. Sure, the fired contractor is just going to let another contractor come in to restart construction work. Me thinks this is going to get messy and drawn out in court even if the fired contractor was at fault.

Why is there (still) no explanation as to - of the amount of money paid out already compared to what percentage of that falls in line with the percentage of work completed? Similarly the issue of why the work has only (in the majority of instances pictorially) display concrete footings and stumps? And you can bet PCC will now dump some real facts about the payoffs and to whom which will be quite a large stick to wield.

This is from the contractors side about money paid out. PCC claims about 20% complete and the Police claim about 12% complete.

He said, for example, that the firm had drawn down Bt1.532 billion to

cover construction costs, which was about 26 per cent of the budget, and

most of it (25 per cent of the full budget) had been allocated to

construction in the regions.

Hence, the amount of work already done was equal to the amount of money the firm had already received.

No problem--famous last words. Sure, the fired contractor is just going to let another contractor come in to restart construction work. Me thinks this is going to get messy and drawn out in court even if the fired contractor was at fault.

IN Channel reports PCC is to sue the BIB as an organisation and the National Police Chief as an individual and the BIB are to sue PCC. LOL, hard to make this up

Yes and they are bound to include the PT as they kept approving the funds with out according to the police any work being done.

Yes there was work done and indeed it would be interesting to see if the percentage of work done matched the percentage of money paid out.

If they match it will be a clear indication that some friend of Thaksin's will get the new contract.

As it stands now the information given out now is purely for political reasons.

So pay a little hush money then no ones name is dragged through the mud. then the corruption can begin again.

Wow ..... I can hardly wait for the charges, counter-charges,and lawsuits to start flying around. Will be curious if the amount of corruption money will be unearthed when the mud flinging starts.. Want to know for sure if it is really 30 percent.

Isn't this comical, possibly one of the world's most suspect agencies and also allegedly the world's largest organised crime syndicate (on membership count) has been itself the victim of the corruption which they are supposed to, by law, surpress. Amamzing Thailand!!!!! The land of contrasts ....

And Tarit is silent. He tried to do PTP's dirty work by putting the blame on Abhisit & Suthep until it emerged that the PTP candidate for BKK governor signed it off.

I doubt very much that the real truth will ever emerge from the murky world of police contracts. However, the lawyers will have another field day.

I expect this to be fully resolved in ten or fifteen years. In the meantime, will the completed work stand idle (like the Hopewell Project concrete) until the case is resolved? No one will truly push for the truth because too many on both sides have dirty hands. This is yet another opportunity for the taxpayers to bend over and take it once again to build new stations.
