I own and run a restaurant and employ 4 Thai nationals for 1 hour a day each day as cleaners. Does that mean I can employ a farang full time?

I doubt the 4:1 ratio is applied in many businesses that employ Burmese workers (although they are sometimes Cambodian or Lao) particularly in places like Mae Sot. I've been to restaurants where only the owners are Thai and the servers/cleaners etc. are all Burmese. Either they get away with it by paying off the police, nobody knows or nobody cares.

Unless of course the 4:1 ratio only applies to westerners, Japanese and other "rich" foreigners.

You've got it all wrong. Thailand has a special programme called the Migrant Labour scheme which allows Thai based companies and individuals to hire as many Lao, Cambodian and Burmese Nationals as they need without having to resort to the 4:1 rule. It is a long established programme and totally legit.

To the OP, as others have said, you should be able to do it so long as they are formally paid with PAYG taxes etc and have SS contributions made on their behalf. A friend at a well known law firm in BKK once told me that they have lots of excess cleaners and drivers on their books to bump up the 4:1 ratio tp get those work permits.
