not sure, maybe it was just a misunderstanding ... the easiest way to get a TIN is to request the refund form the withholding tax (15%) of your thai bank account. for that you need a (free) document / statement from your bank. my guess, the tax office probably just asked you for this document, which is a reason for the tax office to give you a TIN and for activate your online account ... -
