German fugitive nabbed after fleeing Thai airport

BANGKOK, May 30, 2013 (AFP) - A German jewel thief who managed to flee his Australian guards while transiting through Bangkok was arrested in the Thai capital on Thursday after two weeks on the run, police said.

Carlo Konstantin Kohl, 25, was being extradited to Germany via Thailand when bad weather forced an extended stopover at Bangkok's Suvarnabhumi airport and his two Australian guards decided to take him to a transit lounge.

During the overnight layover Kohl -- convicted in Australia of stealing opals and drug trafficking, and wanted for skipping parole in his native Germany -- managed to give his escorts the slip and escape the airport.

He was arrested near the German embassy in Bangkok, according to an immigration police official who did not want to be named.

Kohl told police he had stayed in a guesthouse in a backpacker district in the city following his escape.

A Thai court on Thursday handed Kohl a two-year suspended jail term for illegal entry and a 6,000 baht ($200) fine.
He is expected to be handed over to German authorities next week, the immigration police official said.

Australian immigration chiefs have denied Thai media reports that the two guards, from a private firm that runs Australia's immigration security, were asleep when he got away.

Thailand says he was being extradited and Australia says he was not being extradited but deported. Who is right and who would know more. Extradition are not carried out by private civilian firms because they have no authority. Anyway good to see he has been captured, nothing at all in the Australian media.

and pointing with fingers so we understand who the culprit is

I love how the Australian immigration chiefs are so confident their guards weren't sleeping. I have never heard of someone being escorted beyond loading them on a plane in a deportation case and in an extradition case it is usually the requesting country who sends reps. to pick them up. The U.S. sent a private jet to pick up Victor Bout.

I wonder if we will ever hear his version of what happened but irrespective we may never get the full story as there's so much embarrassment to go around that no one will be in a rush to get it out there.

His suspended sentence is a waste of time as I presume he will go on the immigration computer as " Not permitted to Land " so unless he comes back on a false passport he can't enter the country to put himself in a position where the suspended sentence could be activated. Of course if he uses a false passport the authorities might never know who he really is anyway and finally there's the matter of the charges he's facing in Germany which could see him a guest of Ankela's government for quite some time.

According to the daily telegraph news from Sydney he handed himself in and wasnt captured by the thai police ,

Just heard on the news also that he handed himself in and wasn't actually captured. I guess that is why the media weren't on hand for the arrest and the happy snaps of the BIB grinning and pointing. I bet the BIB are really pissed at this guy now, that is not how things are suppose to be done in Thailand.

They weren't Australian Immigration employees they were civilian employees of British company Serco. Civilians do not have the same powers as the police and it wasn't an extradition. There was no extradition order and the courts definately would not place the defendant into the custody of a civilian security company he would be placed into the custody law enforcement.

Where did he get the money to live in BKK for 2 weeks?

probably the Australian taxpayer as part of his resettlement package. When you deport someone from Australia you can't just dump them without any means of support.

Painted into a corner, what's worse admitting they were asleep or trying to explain how he got away from two " wide awake guards " ?

It has all the hallmarks of deportation, wonder if they Thais understand the difference between that and extradition ?

You don't actually need an education to be a security gaurd in Australia. If you can read and write that is an advantage and may help to get a supervisor position. Serco pay the basic minimum wage of around 35K per annum compared to a police officer of around 75K. Government cost cutting, no wages to pay, no workcover insurance, no superanuation contributions no uniform costs, travel expenses, personel management costs additional incidentals etc.

Security companies can successfully get themselves into quite powerful and irreplaceable positions. After Group 4 screwed up their contract for the London Olympics questions were raised about the amount of work they had from various government department and should they be used again ?

A security consultant put it into perspective by pointing out that many of the contracts on offer could only be handled by a company the size of Group 4 and there weren't many around so the choice was no choice and they would still have to be hired by default.

No need to handcuff his ankle to the chair then.

Quite surprising he was able to get away, clear immigration, get transport into Bangkok and stay in a hostel (possibly after a night on Patpong and some personal fun), and still have enough money left over to pay a 6000 baht fine. Who said prices are going up....... or is the trade in value for a pair of shackles more than I thought!

These security officers have no powers to restrain a person. At the immigration detention centres which the private company operates they are restricted. If they have an issue they must contact the Police to deal with the incident.

German escapee rearrested at embassy

BANGKOK: -- A German ex-convict who had given his guards the slip at Bangkok's international airport while being escorted home was arrested in the capital on Thursday, police said.

Police arrested the 25-year-old at the German Embassy in Bangkok, Immigration Police Commissioner Panu Kerdlabpol said. "We had officers waiting for him at the embassy," Panu said.

The man was fined Bt6,000 for illegal entry to Thailand, and is likely to be deported on Friday after he "re-enacts his crime" at Suvarnabhumi Airport, the immigration police commissioner said.

"We have contacted the Australians and asked them to provide another escort to take him to Germany," Panu said.

The German was identified as Carlo Konstantin Kohl.

He had reportedly fled the airport on May 15 through an emergency exit in the transit area, while his escorts, civilian guards hired by the Australian immigration department, slept.

After serving three years of a jail term in Australia for theft, he was put on a Thai Airways International flight from Brisbane to Frankfurt, with a stopover in Bangkok, under guard. It is unclear whether he faces further charges in Germany.

The incident has caused embarrassment at Suvarnabhumi Airport, where authorities have vowed to upgrade their security systems, and in Australia.

Australian Member of Parliament Eric Abetz on Wednesday criticised the two guards hired by the immigration department for sleeping on the job.

Thai officials said they were not informed that a German criminal escorted by Australian guards was passing through Bangkok.

What is even more amazing is he stayed in the airport for 30 hours before going through a fire escape. I would have thought after the "alarm" had been raised they could have just followed him on recorded CCTV and nab him in that 30 hours. like <deleted> or this just another case of , "camera no work" ?

It gets worse as IN Channel is reporting he had B3,000 in his possession at the airport so was able to take a taxi into Bkk, where he found a German restaurant and used their bank account for his sister to transfer B15,000 to him. Why would a prisoner en route from Australia to Germany have Thai currency in his possession ? He was supposedly arrested outside the German Embassy.

Today he is being taken back to the airport to go through the much loved re-enactment routine which could really embarrass airport security.

I think the nation probably means outside the embassy, I doubt if the BIB have the powers arrest someone on German soil (Embassy)
