I see banners all down beach road. I see a stage outside Central on the curb, I see another stage near Walking St. but no idea what's going on tonight. Anyone?

It would be the annual Pattaya Candle Festival I would assume.

I got a calendar from City Hall with all the special events and festival dates on and there's nothing about the candle festival, only the marathon on the 21st

Probably because of Asanha Bucha Day on Monday, 22 July 2013 and the start of Buddhist Lent on Tuesday, 23 July 2013.

Which I believe is the annual Pattaya Candle Festival.
