Why not, the Ramblas in Barcelona is covered with them. A real nice way to express art.

Probably not a scammer--but one of the numerous homeless farangs that are in limbo in LOS. They overstay their visa, blow through their cash, and end up as destitute pan handlers.

It's as if a small percentage of the worlds hobo's got the bright idea to save up enough cash to fly to LOS and be hobo's there too. Not a bad place to be homeless after all.
